About this file
This is a Notice to Bidders issued by the North Carolina Department of Public Safety for the construction of Building Automation System (BAS) renovations at the Cabarrus Youth Development Center located at 850 Holshouser Road, Concord, NC 28027. The base scope of work includes installation of a new Building Automation System, a new smoke control system integrated with the existing fire alarm system, and a new fire alarm panel at the YDC facility. The project also includes two price alternates: P1 for replacement of domestic hot water heaters at the YDC facility and P2 for domestic hot water heater replacement at the adjacent JDC facility. A mandatory pre-bid meeting will be held on October 28, 2026 at 10:00 AM at the project site, with failure to attend resulting in disqualification from bidding. Sealed bids will be received as lump sum proposals until 11:00 AM on Tuesday, November 17, 2026, either at the project site or at the NCDPS Engineering office in Raleigh, with hard copies to be received by 3:00 PM the day prior to bid opening if sent by mail.
All proposals must be accompanied by a cash deposit or certified check equal to not less than five percent (5%) of the proposal amount, or alternatively, a bid bond in the same amount executed by a surety company licensed in North Carolina. Performance and payment bonds equal to one hundred percent (100%) of the contract price will be required from the successful bidder. Payment will be made based on ninety-five percent (95%) of monthly estimates with final payment upon completion and acceptance of work. The single prime contract will be awarded to a general contractor holding an Unlimited license classification under North Carolina General Statutes Chapter 87, Article 1, with an exception allowing properly licensed plumbing, mechanical, or electrical contractors to bid single prime where their trade value does not exceed 25% of total construction value. Bids may not be withdrawn for sixty (60) days following the scheduled closing time. The design is being prepared by Remington and Vernick Engineers (RVE), and the project is managed by John Sloan at NCDPS Engineering. A preferred brand alternate for HVAC Controls—Distech ECY Series—is being considered for standardization and owner familiarity purposes.
