About this opportunity
The City of Raleigh Parks, Recreation and Cultural Resources Department is requesting informal bids on field renovation construction services at Buffaloe Road Athletic Park Field 5, located at 5900 Buffaloe Road, Raleigh, North Carolina, with sealed bids due August 20, 2026 at 3:30 p.m. and a mandatory pre-bid meeting on August 10, 2026 at 9:30 a.m. on site.
Bidders must hold current Certified Field Builder certification from the American Sports Builders Association and demonstrate completion of similar projects within the last five years with three professional references — the primary capability filter. The project scope includes removal of the existing pitcher's mound, installation of approximately 225 tons of 70-30 sand/clay infield mix into the 20,250-square-foot skinned infield area, placement of batter's box and mound clay (approximately 310 bricks), soil conditioner application (3 tons), and installation of Tifway 419 or Tiftuf Bermuda sod (5,000 square feet) with 140 tons of base soil preparation on the converted sideline warning tracks. Bidders must submit unit costs for Tiftuf sod installation, infield mix, and sod base soil mixture.
The project contains no state funding. The City of Raleigh's MWBE policy applies with a 15% participation goal on construction projects over $300,000, though this project's estimated value is not stated. All proposals must include completed forms PF-1 through PF-11 and MWBE acknowledgment pages PF-17 through PF-18. Work is anticipated to commence November 1, 2026 and must be completed within 120 consecutive calendar days from Notice to Proceed, prior to the March 1, 2027 spring programming season start date. Written questions are due August 12, 2026. Bid prices must remain valid for 90 days following bid opening. The City reserves the right to disqualify bidders who fall more than 20 percent behind the approved progress schedule. Bids may be submitted via email to Jeffrey.bryant@raleighnc.gov or hand-delivered or mailed to the City of Raleigh Parks Maintenance Office at 4225 Daly Road, Raleigh, NC 27604.
