The City of Brownwood, Texas is requesting proposals for brush grinding services at its landfill facility under RFP 04-2026, with sealed proposals due August 5, 2026 at 2:00 PM CST and City Council award consideration on August 25.

The scope spans initial grinding of approximately 32,000 cubic yards of brush materials (limbs, clippings, stumps, and trees) and re-grinding of approximately 10,600 cubic yards of chips through a 2-inch maximum screen. The grinder must process stumps and trees up to 30 inches in diameter, maintain debris dispersal within 100 feet, and pile finished product no higher than 8 feet. Operations occur Monday through Saturday between 7:00 AM and daily completion. A minimum of two grinding operations during the contract term is required.

The contract runs October 1, 2026 through September 30, 2027. No subcontractors are permitted; the successful bidder must furnish all labor and equipment. The bidder must maintain Workers' Compensation insurance of at least $500,000 and General Liability insurance of at least $1,000,000. All proposal costs must include general conditions, overhead, profit, bonds, insurance, mobilization, transportation, supervision, and labor.

Evaluation uses a best-value approach with price weighted at 50% and reputation/experience, service quality, and past City relationship combined at 50%. Proposals include two line items: initial brush grinding and re-grinding services (lump sum) and mobilization in and out (lump sum).

Vendors must register through PlanetBids, complete a Conflict-of-Interest questionnaire, and submit a Texas Government Code Section 2252.908 Form 1295 Disclosure of Interested Parties if the contract value meets the threshold. Vendors must verify compliance with Texas Government Code sections prohibiting boycotts of Israel, discrimination against firearm entities, and boycotts of energy companies.
