About this opportunity
The Maryland Environmental Service, on behalf of Prince George's County, is soliciting competitive sealed bids for the upgrade of the landfill gas collection and control system at the Brown Station Road Sanitary Landfill located at 3500 Brown Station Road, Upper Marlboro, Maryland. This Invitation for Bids (IFB) procurement seeks qualified contractors to furnish and install landfill gas collection and control system components in Area B of the facility, including conversion of existing wells for remote monitoring, installation of new vertical and horizontal collection wells and piping, surveying to confirm existing conditions, construction stakeout, and preparation of as-built drawings. The base bid scope includes approximately 11,850 linear feet of 4-inch HDPE piping, 810 linear feet of 6-inch piping, 3,130 linear feet of 8-inch piping, 1,670 linear feet of 10-inch piping, 3,870 linear feet of 16-inch piping, 73 extraction wellheads, isolation valves, mobilization/demobilization, erosion control, and site restoration work across 25 acres. The successful contractor must complete all work within 182 consecutive calendar days (excluding weekends and holidays) following issuance of the Notice to Proceed, with work hours restricted to 8:00 AM to 3:30 PM, Monday through Friday, and no work permitted on observed federal holidays. Liquidated damages of $750.00 per calendar day will be assessed for work exceeding the specified completion timeframe. Mandatory site visits are scheduled for May 20, 2026, at 1:00 PM and May 22, 2026, at 11:00 AM, with a pre-bid conference on May 15, 2026, at 10:30 AM via Microsoft Teams. Bids are due electronically on June 10, 2026, at 1:00 PM EDT through the MES Procurement Portal (Bonfire), and the contractor must execute a contract within 30 days of bid acceptance. The base bid must exceed $100,000, requiring bid security of not less than 5% of the base bid amount, with performance and payment bonds each equal to 100% of the contract value required upon award. Prospective bidders must acknowledge receipt of Addendum No. 1 (which corrected the first site visit date from May 15 to May 20, 2026) on their bid forms and include any cost impacts resulting from the changes in their submissions.
This procurement is subject to a 30% Minority Business Enterprise (MBE) subcontract participation goal, with no specified subgoals, and all bidders are required to submit a Certified MBE Utilization and Fair Solicitation Affidavit demonstrating good faith outreach efforts if unable to meet the goal. The contractor is responsible for all mobilization costs, equipment, tools, utilities, survey services, permits, licenses, and Health and Safety Plan development in accordance with OSHA regulations and SWANA standards. Work must comply with the facility's Refuse Disposal Permits (#2019-WMF-0589A and #2020-WMF-0589) and Title V Operating Permits, and the contractor must verify all utility locations prior to construction and ensure that no LFG well or collection device is offline for more than one day due to Federal Clean Air Act requirements. Award will be made to the lowest responsive and responsible bidder based on total base bid price plus a contingent bid allowance of $100,000 for additional materials and equipment, and prospective bidders must submit a Contractor's Qualification Questionnaire, equipment list, subcontractor list, and various certifications including affidavits regarding nondiscrimination, bribery convictions, debarment, tax payment compliance, and conflicts of interest. A 5% retainage will be held from each invoice until project completion, and all project records, including daily logs and as-built documentation, must be submitted within 30 days of project completion. No incumbent vendors or current contractors are identified in this procurement, and engineering drawings prepared by SCS Engineers in November 2025 provide site plans and detailed technical specifications incorporating data from historical sources dating from 1990 to 2010.
