About this file
This is an Addendum No. 1 to an Invitation for Bids issued by the Maryland Environmental Service (MES) on behalf of Prince George's County for upgrades to the Brown Station Road Sanitary Landfill gas collection and control system located at 3500 Brown Station Road, Upper Marlboro, Maryland. The project involves furnishing and installing landfill gas collection and control system components in Area B, including conversion of existing wells for remote monitoring, installation of new vertical and horizontal collection wells and piping, and preparation of as-built drawings. The scope encompasses approximately 11,850 linear feet of 4-inch HDPE piping, 810 linear feet of 6-inch piping, 3,130 linear feet of 8-inch piping, 1,670 linear feet of 10-inch piping, 3,870 linear feet of 16-inch piping, and 73 extraction wellheads across 25 acres. Two mandatory site visits are scheduled for May 20, 2026, at 1:00 PM and May 22, 2026, at 11:00 AM (the first site visit date was corrected from the original May 15 date). A pre-bid meeting was held on May 15, 2026, at 10:30 AM with 11 participants. Questions are due by June 4, 2026, at 1:00 PM, with bids due electronically on June 10, 2026, at 1:00 PM through the MES Procurement Portal. The contract term is 182 consecutive calendar days (Monday through Friday, excluding holidays) from notice to proceed, with work restricted to 8:00 AM to 3:30 PM and no work permitted on observed federal holidays.
The base bid must exceed $100,000, requiring bid security of not less than 5% of the base bid amount, with performance and payment bonds each equal to 100% of the contract value required upon award. Liquidated damages of $750.00 per calendar day will be assessed for work exceeding the specified completion timeframe. This procurement is subject to a 30% Minority Business Enterprise (MBE) subcontract participation goal with no specified subgoals. The addendum includes corrections to the original solicitation, plan holders lists, pre-bid meeting attendance records, and presentation slides. The plan holders list identifies 37 vendors and consultants who have obtained bidding documents, including firms such as Aptim Environmental & Infrastructure, Tetra Tech EC, SCS Field Services, and Fossil Rock, among others. All prospective bidders must acknowledge receipt of Addendum No. 1 on their bid forms and include any cost impacts resulting from the changes in their submissions. Award will be made to the lowest responsive and responsible bidder based on total base bid price plus a contingent bid allowance of $100,000 for additional materials and equipment.
