About this opportunity

The Clearfield County Conservation District (CCCD) is procuring construction services for the Brown Farm Agricultural Best Management Practice Installation project, a state-funded agricultural improvement initiative administered in partnership with the Pennsylvania Department of Environmental Protection (PADEP) and the State Conservation Commission (SCC). The project scope encompasses installation of agricultural and soil best management practices at a private farm in Gulich Township, Clearfield County, including 3,020 linear feet of electric fencing, 1,160 linear feet of buried waterline with four risers and shutoff valves, three frost-proof trough watering facilities, nine cubic yards of concrete work, 15,000 square feet of seeding, gravel pads, and erosion control measures to create stabilized animal heavy use areas. Qualified bidders must demonstrate at least three similar projects completed in Pennsylvania, with at least one project showing installation of agricultural best management practices meeting USDA-NRCS Pennsylvania Technical Guide Standards. The mandatory bidders' meeting is scheduled for April 14, 2025, at 9:30 AM at the project site (1145 Viola Pike, Smithmill, PA 16680), with attendance required for bid acceptance; bids must be submitted electronically through PennBid by May 7, 2026. Work must commence by May 30, 2026, with substantial completion required by November 6, 2026, and final completion by November 25, 2026. Bid evaluation will be based on bid price, contractor qualifications and experience, mandatory pre-bid meeting attendance, and bid completeness, with monthly progress payments issued within thirty days of grant reimbursement to CCCD and a 15% holdback pending final inspection and consultant certification of compliance.

No set-aside designations for disadvantaged enterprises or restrictions on bidder eligibility are specified in the procurement documents provided. All contractors must comply with Pennsylvania Prevailing Wage requirements with mandatory weekly payroll certifications, maintain a minimum 5% bid bond at submission, and upon award, provide performance and materials payment bonds along with proof of $2 million general liability insurance, $1 million automobile liability insurance, and workers' compensation coverage naming the CCCD, project consultant Herbert, Rowland & Grubic Inc., PADEP, SCC, and property owners Molly and Dakota Brown as additional insureds. No incumbent vendor or existing contractor is identified in the available documents. The project is entirely funded by PADEP and SCC grants through the Growing Greener program; specific contract award values or budget ranges are not disclosed in the procurement documents, though the scope of work and prevailing wage requirements suggest a substantial project requiring experienced agricultural construction contractors.
