All hay must meet minimum quality standards established by the Bureau of Land Management, including minimum crude protein content of 10% for Smooth Brome hay, 6% for grass hay, and 12% for Alfalfa hay, and must be free from Russian thistle, cheatgrass, sandburs, noxious weeds, bearded grain, forage plants with long awns, and blister beetles, with proper curing and storage without dust, mold, excessive moisture, or weather-related deterioration. Bidders must provide pricing on a per-ton basis for each hay type with all prices F.O.B. destination, prepaid and included in the quoted price, demonstrate a minimum of three years of continuous active participation in the hay supply industry, provide three references from the past three years, and comply with all applicable certifications including Tax Clearance, Immigration Reform and Control, sexual harassment policy acknowledgment, and boycott of Israel certification. The bid period opens April 9, 2026 at 12:00 p.m. CDT and closes April 28, 2026 at 2:00 p.m. CST, with written questions due to Procurement Officer Bridget Martinez (bridget.martinez@ks.gov) by April 17, 2026, and a public bid opening via teleconference scheduled for April 28, 2026 at 2:30 p.m. CST. Award will be made to the lowest responsible bidder considering conformity with specifications, terms of delivery, and other contract conditions, with the contract period running from the date of award through December 31, 2026. Electronic bid submission to procurement@ks.gov is the preferred method, though mailed or hand-delivered bids are accepted if submitted to 900 SW Jackson, Suite 451, Topeka, Kansas by the deadline.
Prospective bidders may claim applicable preference categories including Disabled Veteran Owned Business, State Use Purchases, or Certified Business preferences if they submit supporting documentation. All bidders are required to submit a current Tax Clearance Certificate from the Kansas Department of Revenue with their bid response and must certify compliance with the Immigration Reform and Control Act of 1986. No pre-bid conference has been scheduled, and no bid guarantee is required. The State reserves the right to conduct random testing of all delivered hay and to reject or seek replacement of nonconforming material. Pricing is available to political subdivisions, and the State accepts payment via Procurement Card (P-Card) and electronic funds transfer (EFT). No specific award value or budget range is disclosed in the procurement documents, though the approximate 1,800 tons of hay required will form the basis of competitive pricing submissions.
