This procurement is limited exclusively to authorized Master Contractors previously awarded contracts under the Commercial Off-the-Shelf Software (COTS 2012) master agreement (060B2490021). The scope encompasses seven Broadcom mainframe software products, including ACF2 for z/OS, JOBTRAC Job Management, Mainframe DevOps Suite, Output Management Suite for z/OS, CA 1 Flexible Storage, Mainframe Security Suite, and Easytrieve Report Generator for z/OS Plus, all offered on a subscription basis with a contract term from July 1, 2026, through June 30, 2027. The deliverables include manufacturer's software maintenance and support services, warranty coverage, and all associated licensing documentation, including End User License Agreements (EULAs), Enterprise License Agreements, and Acceptable Use Policies. Interested Master Contractors must submit proposals by May 1, 2026, at 12:00 PM EDT through the eMaryland Marketplace Advantage (eMMA) e-procurement system, with pricing remaining valid for at least 120 days after the due date. Technical questions must be directed to Amanda Longacre at alongacre@mdot.maryland.gov no later than May 1, 2026, at 12:00 PM EDT. The place of performance is MDOT/OTTS in Hanover, Maryland, and the specified quantities include 788 MIPS (Million Instructions Per Second) for six products and one CPU license for JOBTRAC.
This solicitation is designated as a Certified Small Business Reserve Procurement, limiting award eligibility to vendors certified by the Maryland Governor's Office of Small Business (GOSBA) Small Business Reserve Program and registered in eMMA as Small Businesses. Master Contractors must be authorized resellers for Broadcom and are required to submit a Letter of Authorization (LOA) from the manufacturer or distributor along with a screenshot of the Manufacturer's Suggested Retail Price (MSRP). All proposed software must be virus-free, and contractors must furnish comprehensive licensing documentation to bind the State. Invoices should be submitted to tsoapinvoices@mdot.maryland.gov and must comply with Proper Invoice requirements per COMAR 21.06.09.01 and .02, with annual maintenance items billed on the anniversary of the first year's invoice. The State reserves the right to purchase more or less than specified quantities based on available funding. No specific award value or budget range is provided in the procurement documents, though pricing details remain subject to negotiation within the parameters established by authorized Master Contractors.
