About this opportunity
McDuffie County Board of Commissioners requested proposals for broadband infrastructure development on July 18, 2022, to design, build, operate, maintain, and support a fiber-to-the-premise network serving unserved locations in unincorporated McDuffie County, Georgia. Comcast was awarded the contract.
The scope targets a 100/10 Gbps network with minimum symmetrical 100 Mbps/100 Mbps fiber-to-the-premise access to approximately 2,405 unserved homes and businesses in census tracts 9501, 9502, 9503, 9504, and 9505 (zip codes 30824, 30808, and 30814), excluding the City of Thomson. The County committed to a three-year build-out schedule, with construction to commence no later than December 2022 and completion by the performance-period end on October 31, 2026. Proposals were limited to 20 pages plus attachments and required detailed network design, project milestones with annual construction and subscriber targets, budget narrative with cost breakdown, service offerings and rates, team capabilities with key personnel resumes, customer service metrics, and financial pro-forma demonstrating sustainability.
Eligible proposers must be experienced full-service broadband service providers, with preference given to those with at least 10 years of documented rural FTTP broadband experience in the Southeast. Evaluation weighted affordability of network design, build, and launch at 25 points; affordability of services at 15 points; project viability including network capacity, performance, scalability, organizational capability, and support at 30 points; and locality including local FTTP rural broadband reference sites and customer support capability at 30 points.
The project is funded through the American Rescue Plan Act State Fiscal Recovery Fund with an allocated amount of $3.82 million to McDuffie County. The performance period extends from March 3, 2021, through October 31, 2026, with all expenditures required to be submitted for reimbursement by December 31, 2026. Proposers must comply with federal and state requirements including e-Verify, prevailing wage standards, Title VI civil rights requirements, and environmental and historic preservation regulations, and must obtain insurance coverage including $1 million comprehensive general liability and $1 million umbrella liability. Binding offers remained firm for 90 days from bid opening.
