About this opportunity

The Commonwealth of Kentucky Transportation Cabinet is requesting bids on a master agreement for bridge maintenance and repair services across Highway Districts 1-8 and 10-11, with bids due September 11, 2026 at 1:30 PM Eastern Time. The solicitation will award one master agreement per district for a total of ten awards.

Bidders must possess a Certificate of Eligibility for E-1 prequalification (bridges not more than 70 feet clear span) prior to bid closing and maintain this certification throughout the contract term. Bidders are not required to bid all ten districts but must submit unit prices for all line items within any district they select; bids must include the complete 94–99 line items to be considered responsive.

The scope encompasses concrete patching, overlay and sealing work, expansion joint and bearing replacement, structural steel and pile installation, railing systems, waterproofing and membrane installation, deck drain retrofit, carbon fiber reinforced polymer wrap application, bridge cleaning and coating, traffic control measures, and related bridge maintenance tasks. All work must conform to Kentucky Transportation Cabinet Standard Specifications for Road and Bridge Construction and applicable supplemental specifications, with detailed construction sequences and inspection requirements outlined in project drawings and notes.

The initial contract period runs from award through September 30, 2027, with four optional one-year renewal periods available subject to mutual written approval. Delivery orders have a minimum value of $25,000 unless mutually agreed otherwise, with work to commence within 14 calendar days of order receipt and liquidated damages of 1 percent per day assessed for completion delays. Price adjustments apply monthly to asphalt, concrete, and steel based on Kentucky Asphalt Price Index and supplier quotes compared to the September 2026 bid month. Mobilization costs are calculated at 5 percent of each delivery order's value; demobilization is paid at 1.5 percent or $1,000, whichever is greater. Vendors must maintain Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, plus applicable Automobile Liability and Workers' Compensation coverage. Bid submission is mandatory through Kentucky's online eProcurement system; no price increases are permitted during the first 12 months of the contract.
