About this opportunity
This procurement is a competitive solicitation issued by SAI Consulting Engineers, Inc. on behalf of the Pennsylvania Department of Transportation (PennDOT) for bridge inspection access equipment and services supporting National Bridge Inspection Standards (NBIS) inspections. The contract covers eleven state-owned bridges located in Cumberland, Dauphin, and Perry Counties, Pennsylvania, including structures such as the PA 34 Market Street Bridge over the Juniata River, the S.R. 0083 John Harris Memorial Bridge over the Susquehanna River, PA 581 over Conodoguinet Creek, the Market Street Bridge spans, Harvey Taylor Bridge, and Clarks Ferry Bridge spans. Qualified bidders must provide amphibious bridge inspection equipment such as bucket boats or bridge trackers equipped with telescopic booms and work platforms, along with certified operators capable of meeting vertical reach requirements of either 40 feet or 60 feet depending on the specific bridge. The contractor must possess comprehensive general liability insurance with minimum limits of $1,000,000 combined single limit, workers' compensation insurance, and automobile liability insurance of $500,000 per occurrence, with SAI Consulting Engineers and PennDOT designated as additional insureds. Pricing shall be submitted on a unit price basis per day of service for each bridge, with mobilization and demobilization costs included in unit pricing, and equipment downtime losses remain the contractor's responsibility with no payment for equipment failure or improper performance. The work is scheduled to commence in April 2026 and conclude in November 2026, with an estimated total of 22 days of service distributed across the eleven bridges. Bids must be submitted electronically through the PennBid Program (https://pennbid.bonfirehub.com) by 11:00 a.m. prevailing time on February 5, 2026, with award to the lowest responsible bidder, and the contract must be executed within five calendar days of award notification.
The bid documents do not indicate specific set-aside designations or restrictions limiting responses to disadvantaged enterprises, small businesses, or other designated business classifications, suggesting this is an open competitive procurement available to all qualified vendors. No incumbent vendors or current contractors are identified in the available documentation, and no integration with existing infrastructure or technology systems is noted as a requirement. Equipment must satisfy manufacturer specifications including current annual inspections and proof of boom disassembly and inspection where required, and all contractors must comply with applicable federal and state non-discrimination requirements throughout contract performance. The procurement documents do not provide a specific contract award value or total budget range, though pricing is structured on a daily unit rate basis per bridge with potential award to the lowest responsible bidder. Contractors should note that SAI Consulting Engineers, Inc. reserves the right to waive irregularities and reject any and all bids, and the contract may be terminated at any time by the engineer with payment made on an equitable basis for services rendered through the termination date.
