About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Cabinet for Health and Family Services Department for Public Health Division of Adult & Child Health, issued Request for Bid (RFB) 758 1900000226 for the procurement of 351 portable electric breast pumps and 351 compatible collection kits to be distributed across Kentucky health departments. The electric breast pumps must weigh no more than nine pounds, operate on standard household current with UL-listed plugs, support single and double pumping with automatic cycling capability, achieve 250 mm Hg suction pressure within one second, cycle at 40-60 cycles per minute, include a one-year minimum warranty, written instructions, soft carrying case, and cooling bag. Collection kits must be compatible with awarded pumps, include universally threaded four-ounce collection bottles, boilable and dishwasher-safe components, alternative flanges ranging from 21 mm to 36 mm diameter, and bilingual instructions in English and Spanish. All supplies must be new, current year models in first-class condition with no reconditioned parts. The solicitation was released on October 3, 2018, with vendor written questions due by October 9, 2018 at 3:00 p.m. EST and sealed bids due on October 17, 2018 at 1:30 p.m. EST to the Office of Procurement Services in Frankfort, Kentucky. Award will be made using a best value ranking approach weighted at 90 points for lowest price and 10 points for fastest delivery time, with late deliveries subject to a one percent per day deduction from the vendor's invoice.
Kentucky resident bidders are eligible for reciprocal preference consideration, while qualified vendors including Kentucky Correctional Industries (20 percent preference), Kentucky Industries for the Blind, and qualified nonprofit organizations serving individuals with severe disabilities (15 percent preference) receive additional preference equal to 15-20 percent of maximum points awarded. No incumbent vendors or current contractors are identified in this one-time purchase solicitation, which contains no renewal options. All pricing must exclude federal excise tax and Kentucky sales or use tax and be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, with vendors responsible for all shipment and freight charges. Payment will be made within 30 working days of receipt of goods or invoice in accordance with Kentucky law. While no specific budget range or award value is disclosed in the solicitation documents, the Commonwealth reserves the right to cancel the RFB if all responses exceed available funding. The delivery schedule specifies distribution to 59 health departments and health centers across Kentucky, with quantities varying by agency and ranging from zero units for some departments to 50 units for the Lexington-Fayette Health Department and State Office in Frankfort.
