About this opportunity

The Texas Water Development Board (TWDB) is requesting proposals for brackish groundwater production zone analysis across portions of the Carrizo-Wilcox, Queen City, Sparta, and Yegua aquifers in Central Texas, with proposals due August 6, 2026, and an anticipated contract start of September 1, 2026.

Respondents must demonstrate ten years of project management experience in advanced scientific studies, ten years in technology transfer, three years with TWDB databases and geophysical log documentation, three years in GIS subsurface mapping, three years with statistical methods and coding, and ten years of hydrogeology experience in the project area. Professional geoscientist licensure is required for personnel performing the work, and all final reports must be sealed by a licensed Texas professional geoscientist. A Subcontracting Plan demonstrating good faith effort to utilize Veteran Heroes United in Business (VetHUB) vendors is required.

The scope encompasses analysis and evaluation of brackish aquifer production zones across fourteen counties (Atascosa, Bastrop, Bexar, Caldwell, DeWitt, Fayette, Gonzales, Guadalupe, Karnes, Lavaca, Lee, Live Oak, Williamson, and Wilson). Deliverables include potential production area shapefiles, modeling files, technical reports, and supporting GIS files with comprehensive metadata; delineation of potential production areas within brackish salinity zones (1,000 to 9,999 milligrams per liter total dissolved solids); 30-year and 50-year production volume determinations; and stakeholder engagement.

The initial contract term runs through August 31, 2027, and may be renewed in one-year increments through August 31, 2030. The evaluation committee will award based on best value considering technical proposal quality (40 points), team qualifications and experience (25 points), relevant project and government contract experience (20 points), and price (15 points). Respondents must obtain professional liability insurance of $50,000 per occurrence and $100,000 aggregate. Liquidated damages of $500 per day apply for delays in deliverable submission. All work products become exclusive property of TWDB upon creation.
