About this opportunity
The Dallas Area Rapid Transit Authority (DART) is requesting bids for a blanket purchase order (BPO) covering welding and inert gases for bus and rail maintenance operations, with bids due June 2, 2026. Attendance at a mandatory site visit is required for submission to be considered responsive.
The scope covers acetylene (150 cylinders), oxygen (150 cylinders), oxygen med (14 cylinders), argon (100 cylinders), argon-carbon dioxide mix (50 cylinders), nitrogen (100 cylinders), and monthly rental fees (136 per month). Gas specifications include minimum purity standards: acetylene 99.5%, oxygen 99.9%, nitrogen 99.9%, argon 99.9%, and argon-carbon dioxide mix at 75% argon / 25% carbon dioxide. Cylinders must comply with DOT regulations (49 CFR 107, 171–180), OSHA standards (29 CFR 1910.102, 1910.104, 1926.350), and UL 1769 valve standards; all cylinders require brass valves with shell-type safety covers and appropriate color-coding. Delivery is required to nine DART operating facilities in Dallas and Rowlett, Texas. The contractor must demonstrate a minimum of three years' experience providing these products in the Dallas area and must offer cylinder exchange services with full-cylinder delivery and empty-cylinder retrieval within two business days of order placement. Upon request, contractors must supply product samples at no cost within five days of proposal submission for functional testing.
The base performance period is 12 months. All bids must reflect FOB Destination shipping terms with freight costs included in the overall price; DART does not accept FOB Origin or Prepay and Add arrangements. Payment terms are Net 30 from the later of invoice receipt or purchase order receipt. Delivery timing and rates are essential; failure to meet specified delivery schedules may result in rejection and default termination. Vendors must certify they are not on the Texas Comptroller's foreign terrorist organization list and must certify non-boycott of Israel. The solicitation is administered through the Bonfire platform (Solicitation Number 2098359).
