About this file

This Scope of Work document establishes specifications for welding and inert gases procurement by the Dallas Area Rapid Transit Authority (DART) for use in bus and rail maintenance operations. The specification details requirements for five gas types: acetylene (minimum 99.5% purity), oxygen (minimum 99.9% purity), nitrogen (minimum 99.9% purity), argon (minimum 99.9% purity), and argon-carbon dioxide mix (75% argon, 25% carbon dioxide). Delivery is required to nine DART operating facilities located in Dallas and Rowlett, Texas, including bus operating facilities, body shops, rail operating facilities, and support locations. The contractor must have a minimum of three years of experience providing these products in the Dallas area and shall provide cylinder exchange services, deliver full cylinders and retrieve empty ones within two business days of order placement. Upon request, contractors must provide product samples at no cost to DART within five days of proposal submission for functional testing.

Packaging and cylinder specifications comply with DOT regulations (49 CFR 107, 171-180), OSHA standards (29 CFR 1910.102, 1910.104, 1926.350), and UL 1769 standards for cylinder valves. All cylinders must feature brass valves with shell-type safety covers and appropriate color-coding and marking. Material Safety Data Sheets will be provided upon Notice to Proceed with a Purchase Order. The solicitation requires FOB Destination shipping terms with freight costs included in the overall price, and payment terms are Net 30 from invoice receipt or order receipt, whichever is later. Delivery timing and rates are essential contract requirements, with failure to meet specified delivery schedules subject to rejection and default termination by DART.
