About this opportunity

Dallas Area Rapid Transit Authority (DART) is seeking a vendor to produce holiday-themed rail wraps for two transit vehicles in 2025. The procurement is a Blanket Purchase Order (BPO) for external vehicle graphics, with specific requirements for artwork production and application. Vendors must submit artwork by August 29, 2025, with completed wraps to be delivered no later than September 22, 2025. The production timeline is 10-12 working days after receiving artwork, and DART will provide high-resolution PDF and original Illustrator art files. Strict material specifications mandate using only 3M ij3552c or 3M ij46-20 transit changeable vinyl, with no alternative materials permitted due to potential paint damage concerns. The vendor must use display materials conforming to current industry standards, with displays requiring either a UV over laminate or a protective clear-coat. Key submission requirements include registering through the Bonfire platform, with the proposal due by August 25, 2025, and adhering to FOB Destination shipping terms with freight costs included in the overall price.

No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the documentation. The procurement appears open to qualified vendors capable of meeting the technical specifications for rail wrap production. Payment terms are set at Net 30, with invoices to be submitted to APInvoices@dart.org and including specific detailed requirements such as purchase order number, item number, description, sizes, quantities, unit prices, and extended totals. While no specific budget range was provided, the unit cost must comprehensively cover all production expenses, including prepress, proofs, substrates, inks, press time, shipping, and staffing. The contract will be governed by DART's standard Purchase Order Terms and Conditions, which include provisions for termination for default and require compliance with ethical procurement practices. Vendors should note that time and rate of deliveries are critical, and failure to meet specified delivery terms could result in rejection and default termination by the Authority.
