About this opportunity

Dallas Area Rapid Transit Authority is requesting unit-price bids on a Blanket Purchase Order for polygraph examination services, BPO 2098674, with bids due May 29, 2026. The scope covers pre-employment polygraph examinations (80 units) and specific-issue polygraph examinations for criminal or internal-affairs investigations (120 units) over a 24-month base performance period.

The vendor must maintain an office within 25 miles of DART Police Headquarters in Dallas and staff currently licensed polygraph examiners holding certificates or diplomas from certified or accredited polygraph examiner courses in full compliance with Texas Occupations Code Chapter 1703. For applicant examinations, the vendor must deliver results within 48 hours of request and accommodate same-day testing for out-of-town applicants approximately twice monthly with 30 days' advance notice. For investigation examinations, the vendor must deliver within 24 hours of request. All examinations require video and audio recording maintained for at least two years, electronic pre-polygraph questionnaires, and written results reports with detailed findings delivered within 24 hours. Examination reports must be made electronically available to designated department personnel and include findings on deceptions indicated, inconclusive responses, admissions of criminal conduct or negative employment experience, and applicant rebuttals. The vendor must maintain confidentiality of all department documents. Weekend examinations are not to exceed 5 percent of requested work; normal availability is 8 a.m.–5 p.m., Monday–Friday.

All pricing must be submitted on a unit-price basis with extended prices calculated by the offeror, including supervision, labor, equipment, materials, and all delivery costs on an FOB Destination basis. DART's payment terms are Net 30. Time and rate of delivery are essential; failure to meet delivery specifications triggers rejection and potential default termination.
