About this opportunity
The Dallas Area Rapid Transit Authority (DART) is soliciting a Blanket Purchase Order (BPO) for onsite streetcar repair and technical assistance services for the Dallas Streetcar fleet operating a 2.45-mile route from EBJ Union Station to the Bishop Arts District. The procurement seeks specialized repair and technical support services including installation of major component parts (CC400 propulsion systems, Hex30 heat exchangers, pantographs, and HVAC units), installation of subcomponent parts (HBUs, MSRs, HSRs), system software installation and configuration, hardware troubleshooting, and network issue resolution. The contractor must provide comprehensive services with final deliverables due no later than thirty calendar days after issuance of the Contract Notice-to-Proceed, with a base performance period of twelve months. All contractor and subcontractor personnel must complete DART's Light Rail Worker Protection Program (LRWPP) training prior to beginning any work activities or site visits. The contractor is required to submit pricing for seven line items including consultant services (96 hours), labor, other direct costs, travel, other expenses, fees, and parts through the BidTable portal. The solicitation (Number 2097637) was posted on February 3, 2026, with a due date of February 4, 2026, requiring that all bids reflect FOB Destination shipping terms with freight costs included in the overall price and that timely delivery meet DART's essential terms. Bonfire registration is required to access complete solicitation details and the BidTable submission platform.
The documentation provided does not explicitly identify any set-aside designations for disadvantaged enterprises, minority-owned businesses, or other socioeconomic categories, nor does it list incumbent vendors or current contractors for comparison purposes. The existing Dallas Streetcar infrastructure consists of four vehicles currently in operation, and contractors must integrate their services with DART's existing systems, requiring coordination with the DART Project Manager and designated DART personnel, as well as compliance with DART's standard terms and conditions governing all procurements. DART's payment terms are Net 30, with invoices submitted in triplicate to APInvoices@dart.org and paid thirty days from receipt of invoice or thirty days from receipt of the order, whichever is later. The solicitation documents do not disclose specific award values or budget ranges for this procurement. All pricing submitted must include comprehensive costs covering supervision, labor, equipment, materials, warehousing, freight, and all other necessary charges, with vendors obligated to pay all freight and transportation costs as part of their overall pricing. Failure to meet specified delivery schedules or contractual obligations may result in rejection and default termination by the Authority.
