About this opportunity

Dallas Area Rapid Transit Authority (DART) is seeking qualified vendors to establish a Blanket Purchase Order (BPO) for non-revenue vehicle (NRV) glass replacement services covering its fleet operations in Dallas County, Texas. The procurement encompasses comprehensive glass replacement services including windshields, door glass, rear windows, molding, seals, and windshield chip repairs across 38 different vehicle makes and models spanning model years 1997 through 2026, including Ford, Toyota, Chevrolet, Dodge, Freightliner, and International vehicles. The selected vendor must be a local provider within the Dallas metroplex capable of delivering on-site services at 1200 E. Jefferson, Dallas, Texas 75203, with glass replacement services required within eight hours of request during NRV operating hours of 6:00 AM to 10:30 PM, Monday through Friday. All pricing submissions must include comprehensive costs covering labor, materials, equipment, supervision, vehicle licensing, warehousing, freight, and all associated charges on an FOB Destination basis with freight included in quoted prices. The BPO has a base performance period of 24 months, with vendors required to provide leadtime estimates and total BPO pricing through the Bonfire registration platform. The solicitation deadline is March 3, 2026, with vendors required to submit signed attestations and completed schedules prior to the close date.

The procurement documents do not specify set-aside designations or restrictions limiting participation to particular organization types or disadvantaged enterprises, meaning the opportunity appears open to all qualified vendors meeting the geographic and service delivery requirements. No incumbent vendors or current contractors are identified in the available documentation. Vendors must comply with DART's standard Purchase Order Terms and Conditions, including Net 30 payment terms with invoices submitted in triplicate to APInvoices@dart.org, compliance with Texas law and Dallas County venue provisions, equal employment opportunity requirements, and anti-boycott provisions. The documentation does not specify an overall award value or budget range for the BPO, requiring interested vendors to access the complete bid details and pricing schedule through the Bonfire platform's in-browser BidTable by initiating the "Prepare Your Submission" process. Time and rate of delivery are specified as essential contract elements, with failure to meet delivery schedules constituting grounds for rejection and default termination by the Contracting Officer.
