About this opportunity
The Dallas Area Rapid Transit Authority (DART) is issuing a Blanket Purchase Order (BPO) solicitation for HVAC air filters, specifically Class 2 filters measuring 16" x 20" x 2" (DART stock item 18-001-071, referenced as GlossFloss ZLP16202). The procurement requires a total quantity of 13,000 units on an extended price basis with a base performance period of 12 months. Qualified vendors must submit bids reflecting FOB Destination shipping terms with all freight costs included in the overall price; DART does not accept FOB Origin or Prepay and Add arrangements. The solicitation was posted on April 10, 2026, with a bid submission deadline of May 7, 2026, and requires interested vendors to register with the Bonfire platform to access the complete bid table and project details. A mandatory site visit is required, with attendees obligated to sign in upon arrival. DART's standard payment terms are Net 30, with invoices submitted in triplicate to APInvoices@dart.org and must include the purchase order number, item number, descriptions, sizes, quantities, unit prices, and extended totals. Delivery timelines are deemed essential to contract performance, and any failure by the seller to meet specified delivery schedules and rates constitutes grounds for rejection and default termination by the Authority.
The procurement documents do not specify set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information within the available materials. Vendors must comply with all referenced specifications and provide merchantable quality supplies suitable for intended use, with warranties covering the most favorable terms offered to any customer. All bids must comply with equal employment opportunity provisions, certifications regarding terrorist organization affiliations, Israel boycott compliance, and Texas law with venue in Dallas County. The Contracting Officer retains the right to request accelerated delivery with quoted additional freight costs to be provided within one business day of such request. While the specific award value or budget range is not explicitly stated in the provided documentation, the solicitation indicates pricing will be evaluated on an extended price basis for the 13,000-unit quantity over the 12-month performance period.
