About this opportunity
Dallas Area Rapid Transit Authority (DART) is seeking a business partner to produce custom holiday promotional materials for 2025, specifically 1-inch lapel pins and accompanying presentation cards. The procurement opportunity requires vendors to create lapel pins in round or square shapes using unlimited color digital printing, with accompanying 3"x5" two-sided cards printed on 100# gloss cover stock. Each pin must be individually mounted on a corresponding card using butterfly clutch backing and packaged in flat plastic packages with closed tops. DART will provide the artwork files (AI for pins, PDF for cards) to the selected vendor, and the vendor must deliver completed packages to a single location sorted according to DART's distribution specifications. The contract opportunity is posted on Bonfire and requires vendor registration to access full details, with a proposal submission deadline of August 26, 2025. The procurement follows standard DART purchase order terms, including Net 30 payment terms, FOB Destination shipping requirements, and strict delivery timelines where failure to meet specified delivery rates could result in order rejection or default termination.
No specific set-aside designations or restrictions on vendor types were explicitly detailed in the provided documentation. The contract does not indicate incumbent vendors or specify precise budget ranges for the holiday pin and card production. DART's purchase order terms include some notable certifications, such as vendors confirming they do not have contracts with foreign terrorist organizations and do not boycott Israel. The procurement is governed by Texas state law, with any disputes subject to resolution in Dallas County. While specific evaluation criteria are not outlined, vendors will likely be assessed on their ability to meet the technical specifications for pin and card production, adherence to artwork guidelines, packaging requirements, and delivery capabilities. The opportunity appears to be a straightforward procurement for a specialized promotional product with precise technical requirements and standard municipal contracting protocols.

DART does not typically accept FOB Origin or Prepay and Add terms. **Delivery Terms Notice -** Time and rate of deliveries are of the essence of this order. Seller's failure to deliver at the time and rate specified shall be the basis for rejection and default termination by the Authority (*Dallas Area Rapid Transit Authority*). **Payment Terms Notice -** All vendors are advised that DART's payment terms are Net 30. Invoices shall be submitted (APInvoices@dart.org) in triplicate (one copy shall be marked 'Original"), unless otherwise specified, and shall contain the following information: purchase order number; item number; purchase order description of supplies, services, or construction; sizes; quantities; unit prices; and extended totals. In such event, the Seller shall be liable for damages, including the excess cost of reprocuring similar supplies or services or completing construction; provided that, if (i) it is determined for any reason that the Seller was not in default, or (ii) the Seller's failure to perform is without his and his subcontractor's control, fault, or negligence, the termination shall be deemed to be a termination for convenience under paragraph 12. As used in this provision, the term "subcontractor" and "subcontractors" means subcontractors, vendors, and suppliers at any level.
