About this opportunity
Dallas Area Rapid Transit Authority (DART) is soliciting a Blanket Purchase Order (BPO) for heavy-duty tire purchases and service for its non-revenue vehicle fleet in Dallas County, Texas. The procurement seeks a qualified tire vendor located within 25 miles of 1200 East Jefferson, Dallas, Texas 75203, capable of providing comprehensive tire repair and replacement services. The vendor must service DART's fleet at all division facilities, completing work within eight hours during operating hours of 6:00 AM to 10:30 PM, Monday through Friday. Specific tire sizes required include 225/70R19.5, 10R22.5, 11R22.5, 12R22.5, and others, with strict requirements that all tires must conform to federal safety standards and cannot be retreaded, recapped, used, re-grooved, or type 3 tires. The solicitation requires Bonfire registration to access complete bid details, with proposals due by December 3, 2025. Vendors must submit pricing through the Supplier Portal, with all costs including freight reflected in the overall price, and must adhere to FOB Destination shipping terms.
The procurement does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The BPO has a base performance period of 24 months and includes estimated quantities of 10-28 units per tire size, along with additional line items for service calls, flat repairs, valve caps, valve stems, tire change mounts, and disposal fees. While specific budget ranges are not directly stated, the comprehensive nature of the service requirements suggests a potentially significant contract value. Payment terms are standard Net 30, with invoices submitted electronically to APInvoices@dart.org. The contract includes provisions for default termination if the vendor fails to meet delivery schedules or performance requirements, with all legal matters governed by Texas law and venue established in Dallas County. DART reserves the right to reject proposals that do not fully comply with the detailed specifications outlined in the solicitation documents.
