About this opportunity
The Dallas Area Rapid Transit Authority (DART) is soliciting bids for flagger services in support of heavy rail operations and 2026 FIFA World Cup preparations. This blank purchase order (BPO) procurement is being conducted through the state of Texas with jurisdiction in Dallas County. The scope of work requires qualified flaggers to be deployed across DART's Heavy Rail system, including the TRE, Silver Line, and Light Rail Stations that contain shared corridor tracks, with services commencing in January 2026 and continuing through the conclusion of the World Cup in late July 2026. Flaggers will be assigned to perform various tasks across multiple DART stations as directed by management to support World Cup preparations and ensure safe operations during this high-profile event. Key requirements include strict adherence to delivery timelines, submission of invoices in triplicate to APInvoices@dart.org with specified information including purchase order number, item descriptions, quantities, unit prices, and extended totals, and compliance with FOB Destination shipping terms with freight costs included in overall pricing. The proposal due date is February 11, 2026, with bidders required to register on the Bonfire platform to access complete project details, the BidTable, and vendor response fields. All bids must strictly conform to DART's Purchase Order Terms and Conditions, and timely performance is essential, as failure to meet delivery schedules or performance requirements may result in rejection and default termination by the Authority.
The procurement documents do not identify specific set-asides for disadvantaged enterprises, minority-owned businesses, or other restricted categories of respondents, though all vendors must certify non-involvement with entities on the Texas Comptroller's Foreign Terrorist Organization list and confirm non-boycott of Israel in compliance with Texas law. No incumbent vendors or existing contractors are identified in the available documentation. DART retains broad discretionary authority over contract administration, including the right to issue written change orders and to terminate the order for default if the seller fails to perform provisions within specified timeframes. Payment terms are established as Net 30, calculated from the later of invoice receipt or order receipt, with DART exempt from Texas state and local sales and use taxes. The specific award value or budget range for this procurement is not disclosed in the posted opportunity materials, and vendors are advised that detailed project specifications, pricing guidance, and budget information are accessible only through the Bonfire registration and BidTable portal.
