About this opportunity
The Dallas Area Rapid Transit Authority (DART) is issuing a Blanket Purchase Order (BPO) for AED Supplies & Services under Solicitation Number 2098241, with a posted date of April 6, 2026, and a deadline for submission of April 20, 2026. This procurement encompasses five distinct line items: Zoll Replacement AED Pads, Zoll Replacement AED Batteries, ad hoc replacement AED cabinets, AED Program Management Service, and maintenance and repair services for Zoll AED Plus units deployed across DART facilities. The contractor must provide comprehensive preventive maintenance, corrective maintenance, original equipment manufacturer (OEM) component replacement, and inspection tracking services for DART's 52 Zoll AED Plus units located in facilities, administrative offices, vehicles, and operational environments throughout the transit authority. Preventive maintenance deliverables include replacement of consumables prior to expiration, cabinet and environmental condition reviews, functional checks per manufacturer instructions, and detailed documentation of all activities. The contractor must also deliver a digital inspection and compliance tracking platform featuring scheduling, automated reminders, expiration tracking, real-time readiness dashboards, secure login capabilities, audit trails, and HIPAA-compliant event documentation, along with initial training for DART personnel. Corrective maintenance response times are specified as five business days for general issues and twenty-four hours for post-use replacements, with temporary loaner AEDs provided when units are removed from service. Required qualifications include a minimum of five years' experience with AED program oversight, maintenance, repair, and inspection services, with appropriately skilled personnel performing all work. All pricing must be all-inclusive on a unit or hourly basis for a 12-month base performance period, with deliveries required on an FOB Destination basis with freight costs included in the overall price, and DART's payment terms are Net 30.
The procurement documents do not specify any set-aside designations or restrictions on organizational types eligible to respond, nor do they identify any incumbent vendors or current contractors that must be considered. However, vendors must comply with DART's comprehensive Terms and Conditions, including equal employment opportunity commitments and certifications that neither the vendor nor affiliated entities boycott Israel. All supplies, services, and construction must utilize only OEM components unless otherwise approved by DART, requiring integration with existing Zoll AED Plus equipment already deployed across the transit authority's infrastructure. Vendors must submit invoices in triplicate to APInvoices@dart.org in a format that includes the purchase order number, item number, description, quantities, unit prices, and extended totals, and DART retains the unilateral right to terminate the order for default or convenience. No specific award value or budget range is disclosed in the available documentation; prospective vendors must access the detailed BidTable through the Bonfire registration portal to view specific pricing requirements and project details. All disputes arising from this procurement are governed by Texas law with venue in Dallas County, and DART reserves the right to audit AED readiness and contractor compliance at any time throughout the contract performance period.

In such event, the Seller shall be liable for damages, including the excess cost of reprocuring similar supplies or services or completing construction; provided that, if (i) it is determined for any reason that the Seller was not in default, or (ii) the Seller's failure to perform is without his and his subcontractor's control, fault, or negligence, the termination shall be deemed to be a termination for convenience under paragraph 12.
