About this opportunity
The City of Greeley, Colorado's Water and Sewer Department is requesting proposals for consulting services to develop a Boyd Water Treatment Plant Regionalism Report, with proposals due November 19, 2026 at 5:00 p.m. MST. This engagement is the first phase in identifying governance, financial, and operational issues and negotiation points necessary for regional water providers to acquire ownership capacity or expand wholesale participation in the Boyd WTP, culminating in recommendations for an intergovernmental agreement (IGA).
The scope requires evaluation of regional approaches to operations, maintenance, and ownership; identification of key IGA considerations and path to completion; and quantification of potential benefits for participating entities. Deliverables are a concise, actionable report outlining options and next steps. The consultant must demonstrate experience with utility consolidation projects and possess expertise in Western U.S. water law and regulations, with Colorado-based experience preferred.
Evaluation is weighted: Company and Personnel Qualifications (40 points), Approach to Scope of Work (40 points), and Value/Cost of Efforts (20 points). No specific contract maximum is stated; pricing is established through proposal and negotiation. The contract term runs through March 12, 2027, with potential for annual extensions subject to City discretion and appropriation of funds. A tentative notice of award is anticipated December 10, 2026.
Proposals must be submitted electronically to purchasing@greeleygov.com as a single Microsoft Word or PDF file not exceeding 20 MB and 20 pages (excluding cover letter, index, and resumes). Required content includes company information, at least one utility consolidation project reference, key personnel resumes, detailed timeline with milestones, and cost breakdown by task with hourly rates for the firm and subcontractors. Exhibits required: proposal acknowledgment, certificate of insurance, and debarment certification form. The consultant must carry comprehensive general liability insurance of $2 million, professional liability insurance of $1 million, and automobile liability insurance of $1 million, with the City named as additional insured. Questions are due November 4, 2026 by 5:00 p.m. MST. No mandatory pre-proposal conference is scheduled.
Opportunity text
Greeleys Water and Sewer Department is soliciting a vendor who can assist Greeley and potential regional partners in identifying key governance, financial, operational issues and negotiation points that would need to be considered for other water providers to have an expanded stake in the Boyd Water Treatment Plant (WTP). Potential benefits for the participants should be identified and roughly quantified. This scope of work is the first phase in what might become a facilitated negotiation to develop an intergovernmental agreement (IGA) for water providers to buy ownership capacity in the Boyd WTP or expand the current wholesale provider model currently used. This effort should focus on identifying the items that will need to be considered in an IGA and the path to completing the IGA.
