About this opportunity

The St. Johns River Water Management District (SJRWMD) is seeking a professional surveying firm licensed in Florida to conduct a comprehensive boundary survey of Evans Grove Land Parcels located in Indian River and Okeechobee counties. The project involves a certified boundary survey of approximately 7,632 acres across 12 specific parcels, with key deliverables including mapping parcel boundaries, identifying existing encumbrances and easements, determining total acreage, and providing precise coordinates for parcel corners. Respondents must demonstrate extensive experience in boundary, topographic, wetland, and bathymetric surveying, with a requirement of at least three similar projects valued at $100,000 or more completed within the past five years. The evaluation process will comprehensively assess firms based on capabilities, past project experience, key personnel qualifications, project manager location, and previous work volume with the district, utilizing a detailed scoring methodology. Proposals are due by 2:00 PM on April 17, 2025, with an anticipated contract award in May 2025, and the contract term extending through September 30, 2026.

The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The district will select the most qualified surveying firm through a competitive qualifications-based selection process, with no apparent limitations on firm size or type. The total estimated budget for this project is $500,000, with anticipated expenditures of $100,000 in fiscal year 2024-2025 and $400,000 in fiscal year 2025-2026. While no incumbent vendors are mentioned, the project requires a firm capable of comprehensive surveying services, including boundary mapping, acreage certification, coordinate determination, legal description preparation, boundary signage installation, and topographic surveying. The selected firm will be expected to perform all work through individual work orders under the master contract, with a focus on precise and comprehensive land parcel surveying in the specified Florida counties.
