About this opportunity
The Borough of Shenandoah is soliciting sealed bids for its 2025 Road Program Project, which will be received online via the PennBid Program through the Schuylkill County Controller until August 13, 2025, at 9:00 AM. The procurement involves multiple contract components focused on roadway infrastructure improvements, including ADA curb cut ramps, pavement base repair, milling, and overlay work. The project is divided into two distinct contracts: Contract A will be funded through the CDBG program, while Contract B and associated alternates will be funded through Borough funds. A non-mandatory pre-bid meeting is scheduled for July 30, 2025, at 10 AM at the Shenandoah Borough Hall. Bidders are required to submit a bid bond of 10 percent of the total bid amount, with different obligees for each contract (Schuylkill County for Contract A and Borough of Shenandoah for Contract B). The bid documents are available at no cost through the PennBid platform, and the tentative contract award date is set for August 27, 2025.
The procurement includes provisions for Disadvantaged Business Enterprise (DBE) participation, as evidenced by the attached DBE Vendor Report. Contractors requiring assistance with the PennBid platform can contact support via email at info@pennbid.net or by phone at 610-693-4769. Successful bidders will be required to furnish performance and payment bonds for 100% of the contract price. While specific budget ranges are not explicitly detailed, the multi-contract structure suggests flexibility in project scope and funding. The project appears to be open to qualified contractors capable of performing municipal infrastructure rehabilitation work, with an emphasis on compliance with ADA standards and local government procurement requirements. Bidders should carefully review all attached documentation, including the project manual and required submission documents, to ensure full compliance with the procurement specifications.
