About this opportunity
The Florida Department of Environmental Protection (DEP) is seeking qualified vendors to perform borehole drilling and core sampling services in Hamilton County through Invitation to Bid (ITB) 2025008. The project involves drilling approximately five boreholes to a depth of 150 feet or until reaching the Suwannee or Ocala Limestone, with the potential for a sixth borehole if approved and funded. The primary objective is to support the United States Geological Survey Earth Mapping Resources Initiative and fill regional geologic data gaps. Drilling will require continuous core sampling, with DEP personnel onsite to oversee sample collection. Bid responses are due by November 4, 2024, with a public bid opening scheduled for November 5, 2024, and an anticipated contract award date of November 18, 2024. The DEP will evaluate bids based on the lowest total price, with potential application of a Florida-based business preference. Vendors must provide pricing for various drilling-related services, including sonic drilling rig and crew rates, grouting, water meter rental, mobilization, and lodging.
The contract will have an initial term from execution through November 30, 2025, with no renewal options. While no specific set-aside designations are prominently highlighted, the solicitation indicates that in the event of a tie bid, preferences will be given to minority-owned, veteran-owned, or other qualifying businesses. No incumbent vendors are specified in the documentation. The contract will be awarded on a fixed price and fixed unit rate basis, with the maximum contract value to be determined based on the successful bidder's pricing. Pricing components include hourly rates for drilling equipment and personnel, with the DEP reserving the right to award to one or multiple respondents or make no award at all. Contractors will be responsible for providing all necessary equipment, managing drilling waste, and ensuring environmental compliance throughout the project. The DEP emphasizes that work will be limited to normal business hours, Monday through Friday, with no weekend work permitted.
