About this file
This document is an Addendum No. 1 issued by the Florida Department of Environmental Protection (DEP) for the solicitation titled "Borehole Drilling & Core Sampling in Hamilton County". The solicitation requests bids from qualified vendors to perform borehole drilling and core sampling at five locations in Hamilton County, with a potential for a sixth location if approved. The target depth for the boreholes is approximately 150 feet or until reaching the Suwannee or Ocala Limestone. The DEP has provided responses to various questions from prospective vendors regarding the project, including borehole locations and depths, site access and preparation, traffic management, environmental compliance, and waste disposal requirements.
The contract requires the vendor to be responsible for water supply, drilling waste management, and any necessary equipment mobilization between sites. The county has already obtained the required right-of-way permits, and the Florida Geological Survey (FGS) personnel will manage the traffic control and core sample processing at each site. Work hours are limited to normal business hours, Monday through Friday, with no weekend work allowed.

Number Question / Answer
1.
Is a site map you can provide with locations A through E marked on the map?
Location F contained within the above map, is the potential site of the sixth borehole, if approved by the Department.
2.
Will the contractor go from site A to site B and so forth until all 5 borings are completed or will there be some down time between each boring?
Ideally, yes, the Contractor will go from site to site until boreholes are complete. We understand each boring may take multiple days.
3. - - Who Is responsible for obtaining ROW permits and providing MOT at each location?

Number Question / Answer
County ROW permits have already been acquired and MOT for each site will be managed by Florida Geological Survey (FGS) personnel. Agreements with Hamilton County Sheriff’s Department pertaining to MOT has already been established.
4.
4.1 16
Borehole Locations and Depth Specifications Could you provide the exact coordinates or detailed descriptions of the five borehole locations?
Location F is the potential site of the sixth borehole, if approved by the Department.
5.
4.1 16
Borehole Locations and Depth Specifications In the event that a sixth borehole is approved, do you have a preliminary location for that as well?
In the event there is a 6th borehole we do have a location for it as well as various other potential drill sites to choose from.
However, the cost of the 6th borehole is the main concern regarding our budget and what we can justify.
Also, see answer to Question #4.
6.
4.1 16
Borehole Locations and Depth Specifications The project specifies drilling to a depth of approximately 150 feet or until reaching the Suwannee or Ocala Limestone. Is there any anticipated variability in depth depending on location, or is reaching a specific depth mandatory at each site?
The project specifies what our estimated target depth to each of those carbonate formations will be for this area of north Florida.
We used 150ft as an estimation because the limited subsurface data we do have suggests that we should encounter the Suwannee or Ocala limestones at or around that estimated depth.
7.
4.1 16
Geotechnical Conditions and Core Sampling Requirements Can you confirm the subsurface conditions expected at the proposed locations (e.g., soil, rock, limestone)? Prior

Number Question / Answer geotechnical data on these conditions would be valuable in determining the necessary equipment and drilling techniques.
The subsurface units you will encounter are primarily siliciclastic and carbonates. More specifically, you will encounter sands and clays at the surface and as depth increases carbonate lenses/beds will become more common.
8.
4.1 16
Geotechnical Conditions and Core Sampling Requirements For core retrieval, are there any specific guidelines or conditions we need to follow regarding sample handling, transportation, or preservation once they are collected?
Regarding core retrieval we expect the Contractor to follow any necessary steps to preserve the core samples during the drilling process. Once the core samples are brought to the surface FGS personnel will be on site, at every site, to process core and transportation of samples.
9.
4.1 16
Mobilization Between Drill Sites To accurately calculate mobilization costs, could you provide the approximate distances between each borehole location?
As the crow flies, each location is ~10 miles from the next but some are closer to 6-7 miles apart.
10.
4.1 16
Mobilization Between Drill Sites Are there any access challenges at the sites that we should be aware of, particularly concerning ground conditions or nearby infrastructure that could impact equipment setup or mobilization?
There are no access challenges for any of the sites we have chosen. These sites were chosen with sonic drilling in mind.
11.
4.4 18
Traffic Management (MOT) and Right-of-Way Permits Are there any requirements for traffic management (MOT) at the drilling sites? If so, could you specify whether we need to obtain permits or follow specific county or state regulations?
County ROW permits have already been acquired and MOT for each site will be managed by FGS personnel. Agreements with Hamilton County Sheriff’s Department pertaining to MOT has already been established.
12.
4.4 18
Traffic Management (MOT) and Right-of-Way Permits Will any of the drilling be conducted on or near public roads or rights-of-way, and are there any permit requirements related to these locations?
See answer to Question #11.
13. 4.4 18 Site Access, Security, and Utility Considerations

Number Question / Answer
Will any site preparation (e.g., clearing, grading) be required to ensure access for the drilling rig and equipment?
See answer to Question #10.
14.
4.4 18
Site Access, Security, and Utility Considerations Are there specific security measures we need to implement, such as fencing or barriers, particularly if any of the sites are in high-traffic or sensitive areas?
See answer to Question #10.
15.
4.3 18
Site Access, Security, and Utility Considerations Is there water supply access at the borehole sites, or should we plan to transport water for the drilling operations?
The Contractors will be responsible for water. There will be no water at the drill sites. These sites are mostly remote, and water will need to be delivered to each site.
16.
4.2 17
Environmental Compliance and Waste Disposal Are there specific environmental regulations or concerns we should be aware of, such as proximity to wildlife habitats, noise ordinances, or work hour restrictions?
The only restrictions that have been stated by the county are as follows: The ROW sites may only be accessed and operated on during normal business hours, meaning Monday-Friday 8:00am- 5:00pm. There will be no work on any weekend. All work must take place during the normal Monday-Friday work week.
17.
4.3 17
Environmental Compliance and Waste Disposal Could you clarify if the contractor is responsible for drilling waste management, such as disposal of cuttings and drilling fluids? If so, are there approved disposal sites or guidelines we need to follow?
The Contractor is responsible for drilling waste management.
FGS personnel will be on site to collect the core samples at each borehole. Any other debris created will need to be raked over or disposed of, returning the site to the condition it was in before drilling.
18.
4.2 17
Project Schedule and Work Hours Could you provide more details on the project timeline and any restrictions on work hours (e.g., Monday to Friday, daylight hours only)? This will help us ensure proper resource allocation and compliance with local regulations.
See answer to Question #16.
19. 4.1 16 Exact Locations of the Boreholes:
