About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Secretary of State, issued Request for Quote (RFQ) 758 2300000171 to procure bookbinding services for Kentucky Colonel Executive Orders and Kentucky Legislation. The solicitation, released May 12, 2023, requires vendors to bind two distinct document types: 25 units of Kentucky Legislation (bills and resolutions organized by bill number and session type) and 7 units of Kentucky Colonel Executive Orders (organized chronologically with three months of orders per volume). All bound materials must accommodate 8.5" by 11" sheet sizes with red imitation leather covers (Sturdite quality 24, baby colonial grain) sized 9" by 11.25" featuring hinged front and back covers and gold-stamped lettering on the spine with specific date ranges unique to each book. Vendors must recreate artwork from scratch for gold foil stamping, accommodate varying date ranges requiring separate dies and stamping for each individual book, and apply color variations to red materials and alternative end sheet patterns based on material availability. The procurement will be awarded on a best value basis to a single vendor responsible for all line items, with evaluation weighted at 90 points for price and 10 points for delivery time in working days. The solicitation closed May 25, 2023, at 1:30 PM ET, with written vendor questions due by May 18, 2023, at 10:00 AM ET. All quotations must be submitted electronically through the Kentucky eProcurement system, with pricing remaining valid for a minimum of 60 calendar days after the bid due date.
Kentucky resident bidders are eligible for reciprocal preference, and qualified bidders including the Department of Corrections Division of Prison Industries, Kentucky Industries for the Blind, and qualifying nonprofit agencies for individuals with severe disabilities receive preferential scoring consideration in accordance with KRS 45A.490-494 and 200 KAR 5:410. Vendors are responsible for all pickup and delivery expenses using an accredited security courier service approved by the Kentucky Secretary of State, with commercial carriers such as UPS and FedEx deemed unacceptable; all transportation costs must be included in the unit price quotation with shipment terms of F.O.B. Destination Freight Prepaid and Allowed. Prior to award, bidders must submit the Revenue Form 10A100 Kentucky Tax Registration Application if applicable, a Certificate of Authority from the Secretary of State for foreign entities if applicable, and required affidavits including annual affidavits certifying compliance with Kentucky campaign finance laws and attesting to qualified or resident bidder status if applicable. No incumbent vendor information or existing contract values are specified in the solicitation documents. Vendors with poor performance records within the previous twelve months may be found non-responsible and ineligible for award, and a one percent per day penalty will be deducted from invoices for each day delivery deadlines are missed.
