About this file
This is a Solicitation Modification (Version 2) issued by the Commonwealth of Kentucky's Finance and Administration Cabinet for bookbinding services for the Secretary of State. The solicitation requests two distinct bookbinding services: 25 units of bookbinding for Kentucky Legislation and 7 units of bookbinding for Kentucky Colonel Executive Orders, both in 8.5" x 11" format. The legislation books must be bound in bill-numbered order by House and Senate bills and resolutions, organized by regular or extraordinary sessions. The executive order books must be bound chronologically with three months' worth of orders per volume. Both book types require red imitation leather covers (Sturdite quality 24, baby colonial grain) sized 9" x 11.25" with hinged front and back covers, gold-stamped lettering on the spine, and optional gold chaining details. The solicitation closed on May 25, 2023, at 1:30 PM, with the modification issued on May 17, 2023, to respond to vendor questions. Contact for sample requests is Evelyn Osborne at evelyn.osborne@ky.gov or (502) 564-0552.
Vendors are responsible for all pickup and delivery expenses of documents, which must utilize an accredited Security Courier Service approved by the Secretary of State; standard carriers such as UPS and FedEx are not acceptable. The courier will handle pickup from Frankfort, Kentucky, delivery to the vendor's location, and return delivery to Frankfort upon completion. Pickup and delivery costs must be included in the unit price quotation. The submission requirements include completed bid information with best price and best delivery terms. Bidders must affirm compliance with all terms and conditions outlined in Attachment A and any subsequent addenda by signing the solicitation document. The specific unit costs were not populated in this modification document.
