About this opportunity

The Colorado Department of Corrections is seeking documented quotes for boiler water chemical treatment, laboratory testing, and technical support services at Sterling Correctional Facility, with quotes due by 5:00 p.m. Mountain Standard Time on July 30, 2026, and a mandatory site visit on July 21, 2026.

The scope encompasses monthly maintenance of water chemical levels for three Superior Scotch Marine boilers (26,300 lbs. per hour steam capacity) and associated condenser, condensate, and chiller water systems; protective treatment programs to prevent scale and corrosion; monthly water testing and chemical adjustments; and technical consulting services. Services must be scheduled monthly on agreed dates with 24-hour response to urgent calls. Vendors must submit itemized pricing covering thirteen line items: liquid nitrate-based corrosion inhibitors, organophosphonate-based scale inhibitors, broad-spectrum biocides, sludge conditioners, return line treatments, oxygen scavengers, alkalinity builders, descaling additives, sulfuric acid for titration, coliform test kits with laboratory analysis, fluorescent red tracer dye tablets, monthly water treatment services, and consulting and training services. All pricing must remain firm during the initial one-year term, with potential annual increases not to exceed 2.5% in subsequent fiscal years subject to mutual agreement. All costs are all-inclusive of shipping and taxes.

Award will be made to the responsible bidder whose acceptable quote is determined most advantageous to the CDOC, with price as the primary consideration and sample quality and lead time as secondary factors. The initial purchase order term is one year with potential renewal for up to four additional one-year periods, not to exceed five years total, contingent upon CDOC discretion, appropriated funds, and contractual performance.

Bidders must be registered with Bidnet Direct, provide a completed W-9 form, required vendor information form, non-conflict of interest declaration, and vendor disclosure regarding performance outside the United States or Colorado. All bidders attending the mandatory site visit must submit pre-authorization documentation including signed Consent to Search forms and photo identification by July 17, 2026. Prior to purchase order execution, the awarded bidder must demonstrate good standing with the Colorado Secretary of State and provide a certificate of insurance documenting workers compensation, commercial general liability ($1,000,000 each occurrence / $1,000,000 aggregate), and automobile liability ($1,000,000 combined single limit). All contractor personnel accessing CDOC facilities must complete background checks, fingerprinting, and drug testing. Written inquiries deadline is July 23, 2026, with responses estimated July 27, 2026. Notice of Intent to Award is estimated for August 4, 2026.
