About this opportunity

The Colorado Department of Corrections is requesting quotes for boiler water chemical treatment, laboratory testing, and technical support services at Trinidad Correctional Facility under Documented Quote DQ 2027000037, with quotes due October 29, 2026 at 5:00 p.m. MST; mandatory site visits are scheduled for October 21, 2026 or alternatively October 27, 2026, both at 10:00 a.m., and bidders must attend one to be considered for award.

The scope covers monthly on-site boiler water treatment services including chemical testing, water level maintenance, system inspections, and technical consulting for four Cleaver Brooks boilers (two CBW700-150 and two CBW700-100 models built in 1998) with combined capacity of 9,477,000 BTUs serving approximately 76,490 square feet. Services must be scheduled monthly with facility Physical Plant staff on a pre-arranged basis and respond to urgent calls within 24 hours. Bidders must provide technical degrees or certifications in boiler water treatment, formal training on chemical handling and system operation, and maintain Colorado Secretary of State registration. Pricing must be itemized and all-inclusive per container size (55-gallon drums preferred), covering all chemicals, materials, equipment, testing supplies, tools, training, and support with no additional charges for shipping, taxes, surcharges, per diem, lodging, or travel. Pricing must remain firm during the initial one-year contract term; annual increases not to exceed 2.5% are available for subsequent fiscal years by mutual agreement.

The initial purchase order term is one year with four optional one-year renewal periods at CDOC's sole discretion, for a maximum term of five years. Award will be made to the responsible bidder whose acceptable quote is most advantageous to CDOC, with price and cost as the primary consideration; sample quality and lead time may also be evaluated. Written inquiries are due October 23, 2026 by 2:00 p.m., with responses posted by October 26, 2026. Notice of intent to award is estimated for November 2, 2026, with purchase order execution anticipated November 5, 2026. Awarded bidders must pass enhanced criminal background investigation within 30 days of award, provide proof of Colorado Secretary of State good standing before PO execution, submit certificates of insurance prior to execution, and comply with facility security requirements including signing a Consent to Search form. Failure to deliver services on three separate occasions within agreed timeframes may result in disqualification from future CDOC solicitations for three years or indefinitely. Invoicing is monthly via email to DOC Accounts Payable within 15 business days of service completion.
