About this opportunity
The Colorado Department of Corrections is soliciting quotes for boiler chemicals and treatment services at Colorado Territorial Correctional Facility in Canon City under Documented Quote DQ 27-0082 (Modification 1), with quotes due October 20, 2026 at 5:00 p.m. MST and a mandatory site visit on October 9, 2026 at 10:00 a.m. Modification 1, issued October 6, 2026, relocates Phosphonate (APC5358) from Section B to Section A and adds Sodium Hydroxide (APC2720) to required chemical deliverables.
The scope encompasses monthly on-site boiler water treatment services for two Hurst 300 HP boilers (2011, 150 PSI rated) and one Bryan seasonal Food Service boiler, including maintaining chemical levels, implementing corrosion and scale prevention programs, conducting monthly water testing, and providing technical consulting and training. The vendor must supply specified chemicals (APC2102, Econmine 3130G, APC2412, APC3320, JUSTEQ) and laboratory reagents and testing supplies. All pricing must be itemized and all-inclusive with no additional shipping, surcharges, or taxes, remaining firm during the Purchase Order term. CDOC reserves the right to consider annual price increases not exceeding 2.5% per fiscal year for renewal periods if mutually agreed.
The initial Purchase Order term runs one year through June 30, 2027, with renewal options for up to four additional one-year periods, not to exceed five years total at CDOC's sole discretion. Services must be scheduled once monthly on dates agreed with facility staff, with 24-hour emergency response capability for urgent calls.
Award will be made to the responsible bidder whose acceptable quote is most advantageous to CDOC, with price and cost as the primary consideration; sample quality and lead time for delivery may also be evaluated. No actual order quantities or dollar amounts are guaranteed.
All awarded contractors must pass enhanced criminal background investigations within 30 days, register in CORE, obtain Colorado Secretary of State proof of good standing, provide certificates of insurance (including workers compensation, commercial general liability with $1,000,000 minimum per occurrence, and professional liability), and comply with facility security provisions including Consent to Search forms. Written questions are due October 13, 2026 at 2:00 p.m., with responses published by October 15, 2026. Anticipated award notice is October 22, 2026, with Purchase Order execution targeted thereafter and an anticipated start date of October 27, 2026.
