About this opportunity

The Colorado Department of Corrections is soliciting a documented quote for boiler chemicals, water treatment, and technical support services at the Denver Women's Correctional Facility and Denver Reception and Diagnostic Center, with quotes due September 3, 2026 at 5:00 p.m. MST and a mandatory site visit on August 24, 2026 at 9:00 a.m.

The scope encompasses monthly chemical treatment for three Kewanee steam boilers (23,431 pounds per hour capacity, installed 1999) and four chillers at the two facilities; monthly water chemical composition testing with adjustments; technical guidance on chemical handling and system maintenance; and emergency service availability within 24 hours. Bidders must provide an itemized quote covering chemicals by size, treatment services, monthly testing, staff training, and emergency service call rates. All pricing must be firm for the first-year term and include delivery, shipping, and installation costs with no additional surcharges or reimbursable travel expenses. Annual price increases are capped at 2.5% in subsequent years if mutually agreed upon.

The resulting Purchase Order will have an initial one-year term with options to renew for up to four additional one-year periods, not to exceed five years total, contingent on funds availability. Award will be made to the responsible bidder whose acceptable quote is determined most advantageous to the CDOC, with price and cost as the primary consideration; sample quality and lead time are also evaluated factors.

Bidders must register with the Colorado Secretary of State, pass criminal history checks and drug testing, and provide proof of good standing and required insurance (workers compensation, commercial general liability of $1,000,000 minimum, automobile liability of $1,000,000 combined single limit) prior to Purchase Order execution. All contractor personnel entering CDOC facilities must complete a Consent to Search form and background screening. Written questions are due August 28, 2026. Notice of Intent to Award is estimated for September 3, 2026, with Purchase Order execution estimated for September 9, 2026, and an anticipated start date of September 11, 2026. Chemical products may be drop-shipped directly to the DWCF Warehouse at 3600 Havana Street, Denver, CO 80239.
