About this opportunity
The Cuyahoga County Board of Elections is requesting bids for 28,000 provisional ballot envelopes for the 2026 General Election, with bids due August 3, 2026 at 1:00 p.m. Eastern through the Infor Supplier Portal, and delivery required by September 4, 2026.
The scope comprises 25,000 barcoded envelopes and 3,000 non-barcoded envelopes, all manufactured from 70# white stock with black and yellow double-sided printing, finished size 9.5" × 18.5", featuring a 0.75" × 2.75" window, center hole, and laser-quality Code 39 barcodes (barcoded units starting with "P" followed by consecutive seven-digit numbers from P2030000). Packaging is 25 envelopes per pack, shrink wrapped. Vendors must provide electronic art proofs and 50 physical barcoded envelope proofs for BOE approval before full production; approval is expected within one business day if no errors are detected. Barcoded envelopes deliver to the BOE Warehouse at 3951 Perkins Ave, Cleveland, and non-barcoded envelopes to the BOE Admin Building at 1803 Superior Ave, Cleveland. Pricing is quoted per thousand on an all-inclusive basis covering programming, setup, and delivery.
Vendors must certify that all materials are produced or manufactured in the contiguous continental United States and provide physical addresses of all production facilities; the BOE reserves the right to verify production locations. All subcontracting arrangements must be disclosed at bid submission, and subcontractors or sub-suppliers must meet all applicable qualification criteria.
The BOE will award to the lowest and best bidder, evaluating conformance with specifications, experience, financial condition, past performance on similar contracts, facilities, management skills, and ability to execute the contract. Vendors may be required to submit audited financial statements, proof of insurance with a $500,000 combined single limit for general liability and $1,000,000 for automobile liability, client references, and evidence of prior similar contracts. Payment terms are net 30 days from invoice receipt or final acceptance of goods, whichever is later, with F.O.B. Destination freight prepaid. The BOE reserves the right to cancel orders without cause, with liability limited to actual costs incurred.
