About this opportunity

The Grand Traverse County Sheriff's Office is seeking sealed bids for a comprehensive body-worn camera (BWC) system procurement, targeting the agency's patrol function. The solicitation encompasses the purchase of 75 body-worn cameras, accompanied by 3 eight-bay docking stations, 82 regular use licenses, and 7 pro licenses for administrative purposes. Technical specifications require cameras with 10-hour battery life, 4-hour internal recording capability, 720P resolution, GPS and Wi-Fi functionality, and water resistance. The 5-year contract, to be billed annually, includes unlimited digital cloud storage, hardware refreshes every 30 months, and a citizen portal for digital evidence submission. Vendors must provide 24-hour remote technical support, ensure compliance with criminal justice information services data protection standards, and demonstrate the ability to export audit trails and redact video. Bids are due by 3:00 PM on September 22, 2025, with bid opening scheduled for 8:00 AM on September 23, 2025, in Captain Brandon Brinks's office. All submitted bids must remain valid for 240 days and include a final, non-negotiable pricing structure.

The procurement does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. The contract requires vendor integration with Tyler Technologies' CAD/RMS system and includes provisions for device repairs with replacement cameras within four days. While no incumbent vendor is mentioned, the specification details suggest a comprehensive technology replacement approach. The total implementation encompasses transfer fees for up to 50 terabytes of digital evidence storage and provisions for hardware, camera, and docking station refreshes. Prospective bidders can contact Captain Brandon Brinks at (231) 995-5045 for additional information. The Grand Traverse County Board of Commissioners retains the right to reject any or all bids in the county's best interest, and the county is not obligated to accept the lowest bid. Although a specific budget range is not provided, the extensive technical requirements and 5-year contract duration suggest a significant investment in public safety technology infrastructure.
