About this opportunity
The Ohio Department of Natural Resources (ODNR) is soliciting competitive bids for a comprehensive boat ramp and parking lot rehabilitation project located at Middle Bass Island State Park. The procurement involves resealing and striping the existing asphalt parking lot, with specific requirements including surface cleaning, crack sealing, sealcoating, and restriping of all parking and traffic markings. Contractors must install temporary signage and barriers, thoroughly clean the asphalt surface, remove existing loose paint, and apply high-durability traffic paint with standard vehicle parking spaces, ADA-compliant accessible spaces, and potential boat trailer parking areas. Bidders are required to provide proof of insurance, applicable licenses, warranty information, and estimated start and completion dates. The bid is due on October 22, 2025, with site visits available by appointment Monday through Friday, and interested parties are encouraged to contact Mike Pucak to schedule a pre-bid site inspection. Evaluation criteria will focus on the lowest responsive and responsible bidder, with comprehensive cost considerations including labor, materials, equipment, mobilization, and ferry fees.
The procurement appears to have no specific set-aside designations for disadvantaged businesses, though Ohio's standard procurement documents suggest encouragement of minority and diverse business participation. The contract will require full compliance with Ohio Department of Natural Resources, Environmental Protection Agency, and local environmental regulations, with contractors responsible for proper waste disposal and site cleanup. While no incumbent vendor is specified, the project involves rehabilitating an existing parking lot at a state park, indicating a maintenance and improvement initiative. Although a specific budget range is not explicitly stated, contractors must include total project costs in their bid, covering all aspects of the parking lot restoration. The contract will be awarded on a fixed-price basis, with payment contingent on successful completion of all specified work and a final walkthrough with the project manager. The procurement is structured to ensure comprehensive parking lot rehabilitation that meets state park infrastructure standards and improves visitor accessibility.
