About this opportunity
The Commonwealth of Kentucky, Department of Military Affairs, is issuing Request for Proposal (RFP) Number 095 2600000005 to procure recruiting coordinator services for the Bluegrass ChalleNGe Academy, a residential youth program located at Fort Knox serving at-risk candidates ages 15.5 to 18 years. The procurement seeks up to four (4) recruiting coordinators to perform approximately 140 hours per month of work involving recruiting potential participants, conducting interviews, maintaining communication with applicants and their families, assisting with cadet transport and special events, and performing data entry and administrative tasks related to both residential and post-residential program phases. Recruiting coordinators must travel throughout Kentucky to various regions, Fort Knox, Frankfort, and National Guard Armories as needed. Required qualifications include a minimum of five years' experience recruiting youth and demonstrated report-writing work experience with at least two examples provided. Evaluation criteria are weighted at 100 points for the technical proposal, 60 points for cost, and 25 points for oral presentations if required, totaling a maximum of 185 points. Proposals must be submitted electronically in sealed format by May 22, 2026, at 15:30 Eastern Time, with no bidder's conference or written question period scheduled. The anticipated contract term is July 1, 2026, through June 30, 2028, with the Commonwealth reserving the right to renew for up to two additional two-year periods subject to approval by the Finance and Administration Cabinet and the Legislative Research Commission Government Contract Review Committee.
Offerors must be registered in the Kentucky Vendor Self Service System and comply with specific submission requirements. Preferences may apply to Kentucky resident bidders under reciprocal preference provisions and qualified bidders as defined by KRS 45A.470 and 200 KAR 5:410. All contractors must pass a Kentucky Applicant Registry and Employment Screening (KARES) background check with fingerprints prior to contract start and renew every five years. Monthly invoices require documentation of miles traveled, daily tasks, hours worked, and supply expenses, with the contract providing reimbursement for travel mileage and authorized expenses. Payment will be made within thirty working days of invoice receipt upon successful completion and acceptance of services. While a specific budget range is not disclosed in the solicitation documents, the Commonwealth reserves the right to negotiate fair and reasonable compensation based on submitted pricing, reject any or all proposals, and request best and final offers from qualified offerors.
