About this opportunity
The City of Philadelphia Procurement Department is soliciting quotes for Blu-Ray DVD players through a micro purchase due November 3, 2026, on PHLContracts. Award goes as a whole or by line item to the lowest responsive and responsible bidder, and sellers must quote all items to be eligible for an award as a whole. A Consent and Authorization agreement must be on file in the vendor profile or attached to the submission, and quotes will not be considered without it, so the form is a responsiveness gate.
The scope is Blu-Ray DVD players, with unit costs entered for each listed item and all mandatory questions answered. Sellers must not deliver or provide services until the requesting department notifies them. Products must be delivered FOB Destination Point, and no seller may submit more than one quote for the same products or services.
Total contract value may not exceed $45,000, adjusted annually by the CPI-U change from January 1, 2020, rounded to the nearest $1,000. The term is 365 days from the effective date, with no renewal options. Quotes remain valid for 60 days from submission, or throughout the contract term for requirements contracts. Prices must be net and exclusive of taxes, as the City is exempt from federal excise, transportation, and Pennsylvania sales and use tax. Payment is by electronic deposit following delivery and City approval, and invoices must reflect the exact entity name on the purchase order.
Sellers must maintain workers' compensation insurance at statutory limits, general liability insurance of $500,000 per occurrence, and automobile liability insurance of $300,000 per occurrence. Sellers and their parent companies and subsidiaries must certify they are not indebted to the City for delinquent taxes, liens, judgments, or other debts without an established payment plan. The LBE (Local Business Entity) Program designation question must be answered even though the program does not apply to small purchases. An LGBTQ Applicant Opportunity Data Form is optional.
The City reserves the right to reject any and all quotes, accept quotes from multiple sellers, and accept individual line items without accepting all items. Submission is made under the Seller role, not Seller Admin, and all red validation warnings must be resolved before final submission.
