About this opportunity

The Housing and Redevelopment Authority in and for the City of Bloomington, Minnesota, is seeking proposals from emerging developers under Request for Developer Interest 26-60 to develop a four-acre property on the 8600 block of Xerxes Avenue for affordable homeownership, with proposals due November 24, 2026. Partnerships are eligible, and the HRA explicitly welcomes applicants who have not completed new construction projects but have worked in adjacent fields such as construction or real estate and are expanding into development.

The ideal partner would have some experience with similar small-scale affordable projects, demonstrate commitment to affordable housing, and bring financing capabilities and local market knowledge. Development requires cash and up-front investment, and the HRA seeks partners able to contribute equity of $30,000 or more. The HRA states it remains committed to pursuing additional funding and investing in the site.

All questions and proposal submissions must go through the City of Bloomington Bids & Tenders portal, and questions or proposals submitted through any other channel will not receive a response. Proposal documents are posted on the Bids & Tenders listing for 26-60, posted October 27, 2026.
