About this opportunity

The School of Law of the City University of New York seeks authorized resellers to provide Bloomberg BNA (Bureau of National Affairs) Premier Package electronic subscriptions and print law-related resources to support its educational mission in Queens County. The procurement encompasses access to specialized online databases and news services, including the Labor & Employment Law Practice Center, Health Law Practice Center, Privacy & Data Security Practice Center, BNA Newsletters, Bloomberg Law, and targeted resources on employment discrimination law, fair labor standards, arbitration, and family and medical leave legislation. Prospective vendors must be authorized by Bloomberg BNA to sell or resell subscriptions to public educational institutions and must submit a statement of interest by April 15, 2026, that includes documentation verifying their ability to meet minimum product and subscription requirements and written authorization from Bloomberg BNA confirming their reseller status. All vendor communications regarding this procurement must be directed through the designated contact to ensure compliance with the New York State Procurement Lobbying Act, with impermissible contact through alternative channels potentially resulting in vendor disqualification. The evaluation criteria focus on vendor authorization status and demonstrated capacity to fulfill the subscription requirements, and any resulting purchase agreement will be governed by the University's standard Terms and Conditions, Purchase Order policies, and the Standard Clauses for New York State Contracts.

This procurement contains no identified set-aside designations for disadvantaged enterprises or restrictions limiting eligible respondent types, provided vendors meet the authorization requirements specified by Bloomberg BNA. No incumbent vendors or existing contractual relationships are referenced in the procurement documents. Vendors selected for award must complete and submit compliance forms including the "Offerer's Affirmation of Understanding of and Agreement pursuant to State Finance Law 139-j(3) and 139-j(6)(b)" and the "Offerer's Disclosure of Prior Non-Responsibility Determinations and Certification of Compliance with State Finance Law 139-j and 139-k." The procurement advertisement does not disclose specific pricing, total funding amounts, or contract term information, limiting visibility into the award value and budget parameters for interested vendors.
