About this opportunity
The City of Newark, New Jersey is soliciting bids for Invitation to Bid (ITB) #2025-06, seeking vendors to provide and install horizontal and vertical blinds for various city facilities. The procurement requires bidders to submit comprehensive proposals for two blind types: Levolor horizontal blinds with one-inch wide aluminum slats and Louver Drape traversing vertical blinds with rotating louvers. Vendors must electronically submit bids through the City's e-Procurement Portal by February 27, 2025, at 10:15 am, with a strict deadline that no submissions will be accepted after that time. Bidders are required to provide three product samples, manufacturer literature, and detailed pricing information on a Price Schedule Sheet, indicating specific brand, catalog number, and percentage discounts. The contract is structured for a two-year period, with pricing proposals required for both Year 1 and Year 2, and vendors must submit comprehensive documentation including a New Jersey Business Registration Certificate, Affirmative Action Compliance documents, and various required forms such as Non-Collusion Affidavit and Hold Harmless Agreement.
The procurement does not explicitly specify set-aside designations for disadvantaged enterprises, but requires extensive compliance with New Jersey's anti-discrimination laws and provisions of the Americans with Disabilities Act. Bidders must complete multiple mandatory forms demonstrating legal and ethical compliance, including Equal Employment Opportunity Language, Statement of Ownership Disclosure, Disclosure of Investment Activities in Iran, and Political Contribution Disclosure Form. While specific budget ranges are not detailed, the City reserves the right to award contracts to multiple vendors based on line item commodities and maintains flexibility in contract quantities. Pricing must remain firm for the entire contract term, with vendors required to include all costs associated with materials, supplies, transportation, and handling in their proposals. The City of Newark will evaluate bids based on comprehensive documentation, product specifications, pricing, and compliance with all required submission materials, with the potential for contract rejection for incomplete or non-compliant submissions.
