About this opportunity
The West Virginia Department of Administration Purchasing Division, on behalf of the West Virginia Division of Natural Resources, is requesting quotes for roof rehabilitation at the Blennerhassett Island Mansion under CRFQ 0310 DNR2700000002, with bids due September 15, 2026 at 1:30 p.m. ET. A mandatory pre-bid meeting is scheduled for August 24, 2026 at 11:00 a.m. ET, and questions are due August 28, 2026 at 4:00 p.m. ET.
The scope involves removal and disposal of the existing cedar shake roof system, replacement of roof sheathing boards with plywood, and installation of a new synthetic shingle roof system including accessories and flashings. Work must comply with the Secretary of the Interior's Standards for Historic Preservation. The contractor must maintain portions of the existing building in weathertight condition throughout construction, coordinate activities with the building occupant (who will remain on-site except during active construction), and provide at least seventy-two hours' notice for operations affecting owner use. Detailed architectural and engineering drawings and specifications are provided as attachments.
Administrative requirements include submission of a startup construction schedule within seven days of Notice to Proceed, a comprehensive Gantt-chart schedule within thirty days, weekly material location reports, daily construction reports, and monthly payment applications with mechanic's lien waivers from all entities involved in the work. Contractor personnel must pass drug and background screening and comply with nonsmoking and controlled-substance-free conditions. Substitution requests for cause are due no later than fifteen days before related submittals are required; convenience substitutions must be requested within forty-five days of notice of award.
Work is performed at Blennerhassett Island Historical State Park in Parkersburg, West Virginia. Invoicing is directed to the Division of Natural Resources in Charleston. Contact: Joseph E. Hager III, buyer, (304) 558-2306 or joseph.e.hageriii@wv.gov. Addendum #1 reschedules the pre-bid meeting and extends all question and bid deadlines; vendors must submit an Addendum Acknowledgment Form with their bid or face disqualification.
