About this opportunity

The West Virginia Department of Administration Purchasing Division is requesting quotes on behalf of the West Virginia Division of Natural Resources for roof rehabilitation of the Blennerhassett Island Mansion, with bids due September 9, 2026 at 1:30 p.m. ET. The work is federally funded under Davis-Bacon wage rates, which establishes a prevailing-wage compliance requirement. A mandatory pre-bid meeting and site visit will be held August 12, 2026 at 11:00 a.m. ET at the Blennerhassett Museum of Regional History in Parkersburg, with river transportation to the island provided by WVDNR.

The scope encompasses complete roof system rehabilitation: removal and disposal of the existing cedar shake roof, replacement of roof sheathing with plywood decking, and installation of a new synthetic shingle roof system with accessories and flashings. Technical drawings and detailed specifications prepared by Chapman Technical Group as project architect are attached. The Owner will maintain occupancy during construction except in actively worked areas, and the contractor must coordinate operations with the Owner, maintain weathertight conditions at all times, and provide 72-hour notice for activities affecting Owner operations. Substantial completion is required within 160 days and final completion within 180 days of the Notice to Proceed.

Bidders must hold a valid West Virginia contractor's license and submit a drug-free workplace affidavit. Pricing shall be submitted as a lump sum for all labor, materials, and equipment. A bid bond equal to 5 percent of the bid amount is required, with performance and labor/material payment bonds each equal to 100 percent of contract value plus a two-year maintenance bond upon award. Commercial general liability insurance of $1 million per occurrence and automobile liability insurance of $500,000 per occurrence are mandatory. Liquidated damages are assessed at $250 per day beyond completion. West Virginia Code preference is available for domestic materials including aluminum, glass, and steel. Apparent low bidders must submit a subcontractor list within one business day of bid opening if subcontractors will perform more than $25,000 of work. Questions are due August 18, 2026 at 4:00 p.m. ET.
