About this opportunity

Palm Beach County Board of County Commissioners, Purchasing Department, is soliciting quotations for a term contract to purchase and deliver liquid bleach for county operations. The procurement seeks an estimated annual quantity of 4,908 gallons of bleach supplied in one-gallon containers that meets specific chemical standards: James Austin Company 90000360 (Austin's A-1 Bleach) or an approved equal product containing a minimum of 5% and maximum of 7.0% sodium hypochlorite by weight, with a pH range between 11.5 and 13.0. The successful vendor will be awarded a twelve-month term contract with options to renew for four additional twelve-month periods at original unit prices, subject to Board appropriation and mutual written agreement. Delivery must occur within ten business days of receiving a delivery order, between 8:30 a.m. and 3:30 p.m., Monday through Friday, to the Palm Beach County Purchasing Warehouse located at 2455 Vista Parkway, West Palm Beach, Florida 33411. All goods are FOB destination with the vendor assuming all transportation costs and risk in transit. Quotations must be submitted no later than 4:00 p.m. local time on April 19, 2019, with faxed or emailed responses acceptable, and the award will be made on an all-or-none, total offer basis to the lowest responsive and responsible quoter. Pricing must be submitted as a single, fixed unit price per gallon with no escalation clauses, and prices must remain firm for the initial term and any renewal periods.

Palm Beach County offers a 5% local preference discount to vendors with a permanent place of business in Palm Beach County or the Glades, and a 5% preference discount to Small/Minority/Women-Owned Business Enterprises (S/M/WBE) certified by the County if they are within 10% of the lowest responsive bid. Amendment #1, issued April 2, 2019, requires all bidders to submit mandatory OEBO (Office of Equal Business Opportunity) Schedules #1 and #2 with their responses, which must clearly identify all proposed prime contractors, subcontractors, and subconsultants categorized by business type, including Small Business Enterprises (SBE) and Minority/Women-Owned Businesses (M/WBE). The OEBO Letter of Intent (Schedule #2) is designated as a binding document between prime contractors and subcontractors at any tier and must be properly executed and submitted with the bid. All vendors must register in the County's Vendor Self Service system, maintain current business tax receipts and all required certifications throughout the contract term, and comply with the County's Commercial Nondiscrimination Policy, criminal history records check ordinance, and public records requirements. No specific budget range or award value is disclosed in the procurement documents; pricing will be determined by competitive bidding based on the lowest responsive and responsible quote submitted.
