About this opportunity
Gwinnett County Board of Commissioners, Department of Parks & Recreation, is soliciting competitive sealed bids for the purchase and installation of six batting cages at Lenora Park in Snellville, Georgia, under solicitation BL133-25. The project requires contractors to furnish all labor and materials to install batting cage systems consisting of six cages measuring 65 feet long by 14 feet wide by 12 feet tall, with two cages positioned between Fields #5 and #6 and four cages behind the center field fence at Field #1. All cages must be constructed using NOVA30 netting with sewn rope perimeter, door flap entries, BULLETJRBB black padding with Bulletz screen panels, fully assembled pitching screens, M10 aggregate base, 36-ounce 5-millimeter padded turf in green with colored clay insert areas, and concrete borders. Bidders must submit a lump sum fee for complete purchase and installation including all labor, materials, and travel costs. Qualifying contractors must provide a minimum one-year warranty on all labor and materials, submit at least three references demonstrating successful completion of similar projects within the past five years, maintain commercial general liability insurance with a $2,000,000 general aggregate limit, automobile liability with $1,000,000 combined single limit, workers' compensation at Georgia statutory limits, and umbrella/excess liability as determined by contract sums. The bid deadline is November 25, 2025, at 2:50 P.M., with bids to be publicly opened and read at 3:00 P.M. at the Gwinnett County Financial Services Purchasing Division, 4th Floor, Charlotte J. Nash Building, 75 Langley Drive, Lawrenceville, Georgia. A pre-bid conference is scheduled for 10:00 A.M. on October 9, 2025, at Lenora Park Baseball Complex, and contractors must submit questions to Jake Scarpone, Purchasing Associate II, no later than 3:00 P.M. on November 12, 2025. All work must be completed by March 15, 2026, or an alternate date as determined by the County Parks and Recreation Representative. The County will handle removal of existing cage systems, clearing overgrowth, and site grading, while the contractor must coordinate working hours generally from 7:30 A.M. to 4:00 P.M. Monday through Friday, maintain site cleanliness, and provide temporary barricades and signage to protect park users.
The solicitation requires contractors to comply with the Illegal Immigration Reform Enhancements for 2013, maintain E-Verify participation for worker verification, execute a Code of Ethics affidavit, and provide a Contractor Affidavit and Agreement. All insurance companies must be authorized to do business in Georgia and hold an A.M. Best rating of A-7 or higher. No specific set-asides for disadvantaged enterprises or minority-owned businesses are referenced in the available documents, and no incumbent vendors or current contractors are identified. The procurement does not specify existing infrastructure or technology requiring integration beyond the County's responsibility for site preparation. No explicit budget range or award value is provided in the solicitation documents; however, the County reserves the right to reject any or all bids, waive technicalities, split awards, and negotiate terms with the lowest responsive and responsible bidder at its discretion. Apparent bid results will be available the following business day on www.gwinnettcounty.com. Contractors are strongly encouraged to visit the site prior to bidding to verify all measurements and site conditions, as no change orders will be accepted for incorrect measurements after contract award.
