About this opportunity
Gwinnett County Board of Commissioners is requesting sealed bids for the sale of granular fertilizer on a multi-year contract for the Department of Water Resources, with bids due October 6, 2026 at 2:50 p.m. local time and a pre-bid conference on September 17, 2026 at 10:00 a.m. at the F. Wayne Hill Water Resources Center in Buford, Georgia.
The County seeks liquidation and collection of approximately 250 tons of granular fertilizer per year. The typical composition is 5-28-0 (nitrogen-phosphorus-potassium), offered on an as-is basis with no warranties. The awarded bidder must supply all labor, equipment, and transportation to remove material from the County facility, provide bags and bagging materials, and supply a minimum of five business days' notice prior to pickup. County personnel conduct bagging operations. On-site storage is capped at 40 bags; excess material removal is at the bidder's expense.
The contract commences upon award through December 31, 2026, and automatically renews on the same terms for four additional one-year periods through December 31, 2030, unless the County terminates within sixty days of a calendar year close. The County may terminate for cause with ten days' notice, for convenience with thirty days' notice, or due to lack of funding.
Bidders must submit unit pricing per ton for each contract period. Payment is made via ACH monthly within thirty days of pickup. Bidders must provide a current insurance certificate with minimum coverage of $2 million general aggregate liability and $1 million automobile liability, along with a Code of Ethics affidavit and Contractor Affidavit and Agreement. Gwinnett County is exempt from federal excise tax and Georgia sales tax; if no exemption certificate is provided, six percent sales tax applies. Award goes to the highest responsive and responsible bidder. Questions are due September 18, 2026 at 3:00 p.m. local time, directed to Jenny Coleman at Jenny.Coleman@GwinnettCounty.com or 770-822-8734.
