About this opportunity

Gwinnett County Board of Commissioners is seeking competitive sealed bids for a comprehensive maintenance, repair, and programming services contract for jail electronic control systems. The solicitation (BL120-25) targets qualified service providers to maintain and support critical electronic infrastructure at the Gwinnett County Jail located in Lawrenceville, GA. Specific systems include Omron PLCs, Honeywell Winpak Pro Access Control, Harding Instruments Intercom, Wonderware Graphic touch screen HMI, Fiber SenSys Perimeter Detection, and cell door indicator lights. The contract will commence on 12/6/25 with four potential renewal options and requires providers to perform quarterly preventative maintenance, including 32 hours of on-site support and 8 hours of telephone/remote support annually. Key project objectives include upgrading the Harding Intercom System, installing touchscreen control panels in Tower Housing Units, and enhancing the perimeter fence intrusion detection system. A mandatory pre-bid conference is scheduled for October 15, 2025, at 10:00 A.M., with sealed bids due by 2:50 P.M. on October 24, 2025. Response time requirements mandate two-hour telephone response and 72-hour on-site response for non-emergency requests, with expedited one-hour telephone and eight-hour on-site response for emergency situations.

The procurement opportunity does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. Vendors must meet comprehensive insurance requirements, including commercial general liability, automobile liability, workers' compensation, and umbrella/excess liability coverage. Bidders will be evaluated based on their ability to provide hourly rates for various service levels, including software programmers, engineers, service technicians, and emergency rates, with allowances for percentage markups on parts and materials. The contract includes detailed pricing schedules and requirements for technical expertise across multiple electronic control system domains. While no incumbent vendor is mentioned, the solicitation emphasizes the need for specialized technical capabilities in maintaining and programming complex jail electronic systems. The bid documents indicate a preference for vendors with demonstrated experience in integrating and maintaining sophisticated electronic control infrastructure, particularly in correctional facility environments. Although a specific budget range is not provided, the comprehensive nature of the services and the multiple system integrations suggest a significant annual investment in maintenance and upgrade capabilities.
