About this opportunity
Gwinnett County Board of Commissioners' Department of Water Resources issued Invitation to Bid BL076-25 on June 10, 2025, for the purchase of fire hydrants and fire hydrant repair parts on an annual contract with four renewal options. The procurement encompasses nine sections of products across multiple fire hydrant manufacturers including American Darling, Clow Medallion, Kennedy, M&H, Metropolitan, Mueller, and East Jordan brands, with estimated annual quantities ranging from 1 to 500 units depending on item category, plus miscellaneous items such as caps, chains, frangible bolts, and paint supplies. All materials must meet American Water Works Association (AWWA) C502-80 specifications, and bidders must provide proof of compliance and product specifications for any equivalent products, with no substitutions permitted after award without prior approval. Sealed bids were due by 2:50 P.M. local time on July 10, 2025, at the Gwinnett County Financial Services Purchasing Division, with public opening and reading at 3:00 P.M. the same day. A mandatory pre-bid conference was held on July 1, 2025, via WebEx at 10:00 A.M., and questions were due by 3:00 P.M. on July 2, 2025, directed to Jordan Mitchell, Purchasing Associate II. Bidders were required to submit pricing in duplicate with firm pricing for the initial contract term and specified percentage increase or decrease options for four additional annual renewal periods, with delivery required FOB destination within 30 days of order receipt. The county reserved the right to request samples within five business days at no cost and to reject any or all bids, award on a partial or complete package basis, and negotiate terms with the lowest responsive and responsible bidder.
The solicitation imposed restrictions on bidder eligibility, specifically prohibiting firms currently on the Gwinnett County ineligible source list or those debarred or suspended by the county from submitting offers, quotes, bids, or proposals. Bidders were required to complete all mandatory documents including the Compliance page, Bid Schedule, References page, and Code of Ethics Affidavit, with failure to return these documents resulting in potential rejection as non-responsive. Gwinnett County is exempt from federal excise tax and Georgia sales tax. The contract was awarded on September 3, 2025, to three vendors: Consolidated Pipe & Supply, Inc. with a base bid total of $236,154.00; Ferguson Enterprises, LLC dba Ferguson Waterworks with a base bid total of $383,519.66; and United Supply International, Inc. dba Utilities Supply, Inc. with a base bid total of $216,632.00, for a combined base award amount of $290,000.00. All three awarded vendors committed to holding pricing firm and accepted renewal options with specified price increase provisions ranging from 10% to 25% depending on the vendor and renewal period. The contract period began October 4, 2025, upon award, with award notification posted on www.GwinnettCounty.com and via email notification to bidding companies.
